Maintenance Analyst (TE4)

Responsibilities
Develop, organize, analyze, and submit budgets for Maintenance, Sign Shop, Facilities, and TEF programs, making recommendations on allocations, supplemental funds, and procedures
Assist and advise Maintenance Superintendents on budget formulation, policies, application, and control, including regional maintenance projections and available funds
Direct and recommend on inventory control, stockpile adjustments, TEF rental charges, and Sign Shop cost recovery to ensure accuracy of reports and impacts on the maintenance budget
Research, track, and analyze labor, equipment, materials, and other expenditures (LEMO) for all maintenance activities, including separate tracking of snow and ice operations
Develop, analyze, monitor, and track expenditures for Preservation funds (P1, P2, P3) and advise Superintendents on staying within allocations
Prepare Sign Shop weekly backlog and other required reports, verify monthly billings for accuracy, and mentor office staff on policies, procedures, and accountability
Develop and monitor the Maintenance Accountability Process (MAP) and work unit plans, ensuring accurate reporting and making recommendations for system improvements in HATS
Respond to requests from HQ Maintenance, Audit Offices, the public, and others; prepare and present written and oral reports; support emergency operations, federal reimbursement coordination, and other assigned special projects
Qualification
Required
Budgeting Knowledge: Demonstrated understanding of complex budgeting principles and mathematical formulas. Ability to apply budgeting principles to real-world scenarios
Technical Proficiency: Proficiency with the use and understanding of Microsoft Office programs such as Excel, Word, PowerPoint, etc
Communication and Interpersonal Proficiency: Excellent written and verbal communication skills, with the ability to communicate technical budgetary information clearly to a variety of stakeholders, including superintendents, engineers, contractors, and the public
Growth Mindset: Actively demonstrates a commitment to learning and growth
Service-Oriented: Takes action to meet the needs of others. Follow directions and instructions for growth

Maintenance Budget and Accounting Knowledge: Working knowledge of the Maintenance Budget Process and related accounting processes and procedures
Agency Policies and Procedures: Knowledge of WSDOT policies and procedures
Agency Mainframe Systems: Knowledge of WSDOT mainframe computer programs such as TRACS, TRAINS, HATS, and FIRS

Retirement and Deferred Compensation – State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs.
Employees also have the ability to participate in the Deferred Compensation Program (DCP). This is a supplemental retirement savings program (similar to an IRA) that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.
Social Security – All state employees are covered by the federal Social Security and Medicare systems. The state and the employee pay an equal amount into the system.
Public Service Loan Forgiveness – If you are employed by a government or not-for-profit organization, and meet the qualifying criteria, you may be eligible to receive student loan forgiveness under the Public Service Loan Forgiveness Program.
Holidays – Full-time and part-time employees are entitled to paid holidays and one paid personal holiday per calendar year.
Sick Leave – Full-time employees earn eight hours of sick leave per month.
Vacation (Annual Leave) – Full-time employees accrue vacation leave at the rates specified in WAC 357-31-165 or the applicable collective bargaining agreement (CBA).
Military Leave – Washington State supports members of the armed forces with 21 days paid military leave per year.
Bereavement Leave – Most employees whose family member or household member dies, or for loss of pregnancy, are entitled to five (5) days of paid bereavement leave.
