The State of Florida is seeking a Senior Human Services Program Specialist to create and maintain a county tobacco-free partnership. The role involves mobilizing community partners to implement policies and systems changes that promote tobacco cessation and prevent tobacco use among youth and young adults.
Government Administration

Responsibilities

Provides fiscal support for tobacco prevention and control for youth and adult programs by completing all Interoffice Requisitions
Maintains Purchasing Card (P-card) 10-Day approval compliance
Acts as fiscal liaison between the county tobacco prevention and control program and Headquarters subject to coordination with the CHD Business Manager
Prepares annual budget and enters budget request into the budget module by date specified per Business Manager each year
Attends contract management training and establishes, prepares, and monitors contracts with vendors
Serves as the point of contact for all tobacco prevention and control for the county health department
Develops and submits a tobacco-prevention work plan focusing on prevention of tobacco use among youth and young adults, elimination of secondhand smoke exposure, promotion of cessation from tobacco use, and policy areas assigned by the program office
Performs community needs assessments to identify strategies for tobacco prevention, adult use reduction, and to develop policy to effectively reduce tobacco use and access to tobacco products and to reduce exposure to secondhand smoke
Coordinates program activities with the Chronic Disease staff, Healthy Start, WIC, and other health department staff as needed
Assists in the creation of a local tobacco-free community partnership by helping to organize meetings and conducting business and activities of the partnership
Assures that tobacco prevention advocates receive training on effective tobacco prevention and control strategies and the program’s mission, goals, and objectives
Submits regular reports in ATACS as required ensuring appropriate progress on work plans
Works with local schools and with Students Working Against Tobacco (SWAT) Coordinators to plan and implement anti-tobacco activities
Delegates and monitors work performed by the Students Working Against Tobacco (SWAT) coordinator in the youth prevention component
Promotes youth empowerment by increasing skills, knowledge of tobacco issues and prevention, and advocacy training
Promotes the Florida Quit Your Way and refers community members to tobacco cessation services offered at the local level
Prepares and disseminates news releases and other information to communities
Promotes a tobacco-free lifestyle in the community
Represents the CHD and the tobacco prevention and control program on local committees, boards, and coalitions
Attends scheduled trainings as required
Performs other duties as assigned by supervisor

Required

Knowledge of social, economic, rehabilitation, or health care service objectives
Knowledge of methods of compiling, organizing, and analyzing data
Ability to develop manuals, policies, procedures, standards, and rules
Ability to develop methods for monitoring and evaluating quality of service and compliance with rules, policies, and statutes
Ability to work independently
Ability to utilize problem-solving techniques
Ability to understand and apply applicable rules, regulations, policies, and procedures relating to training functions
Ability to prepare a variety of written training materials such as lesson plans, curricula, performance evaluations, or reports
Ability to review and evaluate plans and programs
Ability to identify improvements and adjustments needed to ensure program effectiveness and efficiency
Ability to establish and maintain liaison with other agencies
Ability to plan, organize and coordinate work assignments
Ability to communicate effectively
Ability to establish and maintain effective working relationships with others
Required - high school diploma or equivalent
Required – valid driver's license

Preferred

Preference will be given to those candidates with a bachelor's degree from an accredited college or university and four years of professional experience in health, social, economic, or rehabilitative programs; or a master's degree from an accredited college or university can substitute for one year of the required experience
