Permit and Administrative Services Supervisor

NEOGOV is seeking a Permit and Administrative Services Supervisor for the City of Bainbridge Island, which is a vibrant community with a small-town feel. This role involves overseeing the Planning and Community Development Department’s permit operations and administrative staff, ensuring efficient coordination of all permit applications and administrative functions.

Responsibilities

Provides direct oversight for all permit and administrative staff functions including proper tracking and coordination of permit applications in accordance with established procedures, uniform codes, state laws and local ordinances governing land use development
Facilitates the implementation and ongoing use of multi-departmental permit tracking software; administers system, making decisions on preferred usage based on best practices; trains users; provides ongoing support as needed
Serves as an ombuds, responding to and coordinating the resolution of complex and difficult inquiries and concerns from customers, the general public, City officials and staff
As liaison, manages the flow of permit applications through the system, ensuring efficient coordination between Planning, Building, Engineering and Fire
Provides information relating to engineering, planning, building inspection, zoning, utilities, assessments and property ownership; assists developers, contractors and the general public
Collaborates with staff from various City divisions and departments to resolve regulatory and code related project compliance issues
Directs the daily functions and operations of the Department’s front counter, ensuring adequate coverage to answer customer questions, provide information and process permit applications
Verifies and maintains appropriate records and files; prepares comprehensive technical reports as required
Revises permit forms, instructions and procedure manuals as needed
Recommends changes to codes, procedures, processes, rules and regulations based on common interpretation and land use development issues
Prioritizes, assigns and monitors work of subordinates; provides assistance and supervision in planning and implementing programs; selects, trains, motivates, coaches and evaluates staff; establishes and monitors employee performance objectives; provides or coordinates staff training
Meets regularly with staff to discuss and resolve priorities, workload and technical issues
Facilitates problem solving; encourages a high degree of communication and feedback between employees and supervisors; leads by example by maintaining high standards of behavior and performance
Represents the City to community groups and City advisory groups as needed
Maintains timely and regular attendance

Required

An associate's degree in business administration, construction, engineering or a related field and four years of increasingly responsible public sector experience; OR any combination of experience, education and training that would provide the level of knowledge and ability required
Knowledge of City organization, operations, policies and procedures
Knowledge of zoning and land use practices, codes and procedures
Knowledge of personnel management, policies and procedures
Knowledge of computerized permit tracking systems and geographic information systems (GIS) programs
Knowledge of principles and practices of employee supervision, discipline, training and performance evaluation
Knowledge of management practices in a union environment
Knowledge of budget preparation and administration
Ability to read and interpret maps, property descriptions, blueprints, construction plans and specifications
Ability to explain City procedures/processes to individuals of various levels of technical sophistication, presenting technical concepts
Ability to develop short- and long-range goals, and plan, assign, coordinate and evaluate the work of subordinates
Ability to analyze issues, evaluate alternatives and make logical recommendations based on findings
Ability to administer program goals and objectives; implement initiatives and recommendations in support of department and City goals
Ability to foster cooperative group processes and efficiently use resources; delegate tasks and workload assignments
Ability to understand and use an architecture and engineering scale
Ability to perform basic math calculations (addition, subtraction, multiplication, division)
Ability to supervise, lead, coach and use best management practices to improve staff performance
Ability to effectively administer a variety of city-wide programs
Ability to interpret and apply city policies, procedures, laws and regulations
Ability to support and model the identified vision, values and behaviors of the organization
Ability to establish and maintain effective working relationships
Ability to use initiative and independent judgment within established procedural guidelines
Ability to operate a personal computer utilizing a variety of standard and specialist software
Ability to communicate effectively both orally and in writing
Certification from the International Code Council as a Building Permit Technician, or ability to obtain certification within one year of hire, is required
Successful completion of a pre-employment background check is required
