USAJOBS is seeking a Director for Fleet Capabilities Requirements, Concepts and Experimentation for U.S. Fleet Forces Command (USFF) located at Naval Support Activity Hampton Roads in Norfolk, VA. Responsibilities

You will coordinate development and execution of fleet concepts of operations and capabilities requirements, plans and processes within the directorate and in coordination with fleet stakeholders
You will work closely with Navy stakeholders and other agencies in assessing warfighting capabilities requirements and developing plans, goals, and objectives to meet these requirements
You will lead staff efforts in analyses, recommendations, documentation, and planning and execution of actions regarding Fleet capabilities requirements and assessment, transition of new capabilities from acquisition into the Fleet
You will coordinate with the Combatant Commanders and OPNAV regarding joint warfare capabilities requirements, issues, and recommendations, and directs fleet input into respective Integrated Priority Lists for Combatant Commanders
You will direct strategy, concepts of operations and doctrine development and review in support of Fleet, Joint, and Navy headquarters missions, functions and tasks
You will oversee capabilities and resourcing strategy in coordination with other stakeholders
You will provide leadership to Fleet Concept Development and Experimentation programs, to include development of Fleet experimentation plans, resourcing recommendations and prioritization, and concept development planning
You will have cognizance over Fleet capabilities requirements generation, programming and budget execution and capabilities and resourcing integration, influencing a significant portion of Navy's overall Total Obligational Authority

You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of War (DoW), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position requires access to Sensitive Compartmented Information (SCI). Must complete an initial Single Scope Background Investigation (SSBI) and be adjudicated to Director of National Intelligence - Intelligence Community Directive 503
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Comprehensive knowledge of, and experience in, fleet warfighting capabilities requirements and programs, including aspects of doctrine, organizational, training, material, logistics, personnel, and facilities (DOTMLPF) supporting capabilities development and implementation
Knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
