Credit Card Program Manager
NAVWAR is seeking a Credit Card Program Manager to serve in the Office of the Assistant Chief of Staff for Supply and Financial Management. This role involves overall program management and execution of the Government-wide Commercial Purchase Card (GCPC) program, acting as the technical authority and expert on related policies and systems.

Responsibilities
You will serve as the Government Purchase Card CNSL Agency Program Coordinator (APC) for the Department of the Navy's Consolidated Card Program Management Division
You will provide overall program management and execution of the GCPC program to CNSL and ALL subordinate units
You will be responsible as the recognized technical authority on the development, interpretation, and application of the overall GCPC program
You will serves as an analyst, advisory and technical and subject matter expert for the GCPC program. CNSL APC
You will be responsible for researching and interpreting national policies and regulations and governing GCPC for military and DOD civilians
You will serve as the command expert on all systems utilized to include US Bank GCPC system
You will perform accounting functions, which includes the preparation, maintenance, reconciliation and analysis of obligations and expenditures relative to purchase card transactions in STARS-FL
Qualification
Required
Must be a US Citizen
Must be determined suitable for federal employment
Must participate in the direct deposit pay program
New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
Males born after 12-31-59 must be registered for Selective Service
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
You will be required to obtain and maintain a current valid United States driver's license
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector
Experience managing the day-to-day operations of the Government-wide Commercial Purchase Card (GCPC) Program
Experience developing, disseminating, and maintaining local operating procedures, ensuring they do not conflict with higher-level guidance
Experience ensuring appropriate resources are allocated for the successful operation of the program
Experience reviewing and approving nominations for program participants such as Approving Officials (AOs) and Cardholders (CHs)
Experience regularly reviewing accounts for activity, and close or adjust accounts as needed for departing personnel
Preferred
Ph.D. or equivalent doctoral degree
3 full years of progressively higher level graduate education leading to such a degree
LL.M., if related
