Placement Analyst - Human Resource Analyst 1
The Commonwealth of Pennsylvania is seeking a proactive and detail-oriented Placement Analyst to join their Bureau of Human Resources. This role involves handling talent acquisition duties, providing consultation and guidance on recruitment options, and ensuring the placement of well-qualified candidates within the organization.

Responsibilities
Providing consultation, technical guidance, and assistance to directors, managers, and supervisors regarding recruitment options, promotional procedures, examination requirements, and filling of vacancies
Providing interpretations, assistance, advice, guidance, and direction to supervisors and managers on Merit System Employee Regulations, bargaining unit agreement requirements, Equal Employment Opportunity policies, and Agency policies governing placement actions
Creating requisitions, exam plans, job postings, and referral lists for all internal postings in NEOGOV
Independently evaluating internal applications for eligibility based on specific recruitment method criteria and MET requirements
Creating and submitting requisitions for external job postings
Participating in the development and revision of various E&T exams and the review/development of evaluation policies
Reviewing postings created by the Bureau of Talent Acquisition (BTA) for external postings before they are activated
Reviewing the candidate pool and calculating the rule-of-three (or alternative rule) for program area supervisors
Qualification
Required
Successful completion of the Human Resource Management Trainee program (Commonwealth title); or
One year as a Human Resource Assistant 2 or an Equal Opportunity Assistant (Commonwealth titles); or
One year of paraprofessional analytical experience and a bachelor's degree; or
An equivalent combination of experience and training
You must meet the PA residency requirement
You must be able to perform essential job functions
You must pass a background investigation. An applicant with a felony conviction within the last ten years of their prospective date of employment is not permitted to work for the PLCB, per section 210(c) of the Pennsylvania Liquor Code. Other criminal convictions will be reviewed on a case-by-case basis
