Los Alamos National Laboratory is a multidisciplinary research institution engaged in strategic science on behalf of national security. They are seeking a Project Controls Engineer responsible for cost estimating, analysis, and control activities, as well as schedule development and monitoring. The role involves supervising technical direction for cost engineering and planning/scheduling activities, ensuring project objectives are met efficiently.

Responsibilities
Performs cost estimating, analysis, and control activities
Performs schedule development, maintenance, and monitoring activities
Supports project or program organizational and administrative activities, when delegated
Supervises and provides technical direction for cost engineering and/or planning/scheduling activities, when delegated
Ensures work is completed as scheduled
Identifies trends for management attention
Has wide-ranging experience, uses professional concepts and Laboratory objectives to resolve complex issues in creative and effective ways
Frequently contributes to the development of new theories and methods
Considered expert in field within the organization
Develops resolutions to complex problems that require the frequent use of creativity and where analysis of situations or data requires an in-depth evaluation of variable factors
Work is accomplished without considerable direction
May coordinate activities of other personnel
Exerts significant latitude in determining objectives of assignment, and determines the methods and procedures needed for new assignments
As mentioned above the level 4 will have additional in dept responsibilities

Supervises/directs obtaining required schedule information by all disciplines
Supervises identification of schedule restraints and effect on total project schedule
Works with all departments to ensure understanding of total project schedule needs
Responsible for total integration of schedule activities
Identifies schedule considerations and problems resulting from inter-discipline or group restraints and interfaces
Monitors and reports critical path and schedule performance of the total project
Supervises project schedule analysis and studies of problem areas to determine criticality of schedule activities
Recommends alternatives for schedule improvement to project team for discussion and/or decision
Responsible for preparing and presenting the schedule impact report
Responsible for leading the development and review of schedule recovery plans, including evaluation of additional resources/costs required to effect such plans
Researches, assembles, and/or evaluates information or data regarding industry practices or applicable regulatory changes affecting policies or programs; recommends sound, practical solutions to complex issues
Understands and adheres to all Laboratory and industry regulatory guidance and governance
Ensures all results, processes, and final products meet quality specifications and are completed according to established requirements
Supports development of project controls standards and procedures
Supervises and supports the compilation of historical data
Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements
Uses statistical tools to analyze metrics (e.g., regression, analysis of variance, correlation), and analyzes measurement systems to identify bias, repeatability, and stability issues
Qualification
Required
Demonstrated ability to work independently, organize, prioritize, and follow through to completion on multiple tasks under strict deadlines and changing priorities
Demonstrated successful experience working on multiple projects with frequent interruptions, varying priorities and deadlines while maintaining excellent quality in daily work
Demonstrated ability to effectively interface with all levels of management and staff
Successful track record in following technical direction and goals, implementing effective business practices and systems, analyzing budgets and finances, and interacting with customers and stakeholders
Position requires a Bachelor's Degree and 6 years of related experience; or, an equivalent combination of education and experience directly related to the occupation for Project Controls 3
Position requires a Bachelor's Degree and 10 years of related experience; or, an equivalent combination of education and experience directly related to the occupation for Project Controls 4
Preferred
Knowledge and intermediate experience with the implementation and maintenance of EVMS principles and techniques that complies with EIA-748 in U.S. Government facilities, programs, and/or projects
Experience in working in an EVMS environment
Experience in working on large-scale programs or projects
Experience working with the Department of Energy (DOE) at headquarters or field office level, and/or with state and federal regulators
