Field Operations Crew Supervisor (Wastewater)

Responsibilities
Supervises and participates in the work of unskilled and semiskilled operators in the installation, repair, maintenance, or construction of water lines, sewer lines, and appurtenances
Supervises and participates in the installation of water and sewer taps, manholes, large meter taps, and pits
Assists with development, implementation, and updates of operational plans and work instructions
Develops project specifications for Capital Improvement Project (CIP) planning; assists with project plan reviews, budgeting, and equipment replacement; assists with the management of projects with contractors and City crews; assists with monitoring department budget and available budget for projects
Assists with the recruitment and selection of department personnel; assigns, directs, and inspects the work of assigned personnel; coaches, counsels, and evaluates staff performance
Responds to various inquiries and complaints
Locates water and sewer underground utilities; prepares intersection and water system location maps
Oversees service truck organization and inventory; repairs equipment used in the department
Operates trucks, tractors, backhoe, trencher, and other mechanical equipment in connection with tasks
Enforces safety regulations; ensures all safety guidelines are met for job duties; assists with accident investigation
Assists with regulatory compliance and reporting for water distribution and sewer collection system in accordance with State and Federal regulations
Coordinates with City Warehouse on stored material inventory needs and quantities
Assists with review of plans for utility projects, planning and development projects and permits such as site plans, change of use or tenant, building permits, etc
Assists with the development and management of water and sewer project schedules, budgets, and change orders; may serve as a point of contact for contractors, engineers, etc
Enters data into GIS; updates for new projects, corrects map errors and audits GIS maps to ensure all work is correctly entered into system
Schedules preventative maintenance of water and sewer system to include rodding, jetting, videoing, acoustic testing, bucket cleaning of sewer system, etc.; collects information to determine needed repairs, replacements, or for improved maintenance scheduling; oversees the maintenance of meters, valves, and hydrants including hydrant and meter testing and replacement, valve exercise, hydrant flushing, and CL2 sampling for water quality control
Assists with development and updates of Standard Engineering Details for Water Distribution and/or Sewer Collection System
May serve as an ORC or as a Back-up of the water distribution system and/or the sewer collection system
Communicates with customers; talks with new potential customers for development needs for water and sewer systems; responds to citizen inquiries and complaints
Assists in the drought emergency plans including setting up pumps and pumping water to reservoirs
Assists with duties of the Superintendent in the event of an absence
May be required to work outside normal working hours in stand-by, on-call, or emergency situations
Participates and serves as lead with respect to the Environmental Management System (EMS) requirements
Qualification
Required
High school diploma or GED
Considerable experience in the maintenance, repair, and/or construction of sewer and water lines including some supervisory experience, or equivalent combination of education and experience
Possession of North Carolina Grade IV Wastewater Collection and/or Class A Water Distribution certification upon hire
Obtain Competent Person and Flagger certifications within one year of hire
Valid commercial driver's license with Class A tanker endorsement in the State of North Carolina, or the ability to obtain within one year of hire
Thorough knowledge of repair, maintenance, and construction of water and sewer lines
Thorough knowledge of the tools, materials, and equipment used in such repair work
Thorough knowledge of the occupational hazards and safety precautions of the work
Thorough knowledge of the fabrication of water and sewer line equipment, tools, and appurtenances
Ability to assign and supervise the work of staff
Ability to repair equipment
Ability to prepare basic reports
Ability to perform basic computer data entry
Ability to read maps and drawings
Ability to organize work crews and supervise within teamwork concept to complete assigned tasks
Mechanical aptitude
Ability to establish and maintain effective working relationships with associates, engineers, and the general public
