PROGRAM MANAGER

Responsibilities

You will serve as a supervisory Principal Assistant Program Manager (PAPM)
You will lead a programmatic and technical team of civilians, military and contractors in the prototyping, design, integration, production, and test of submarine-integrated specialized mission systems
You will oversee the execution of Acquisition activities, utilizing both Major Capability Acquisitions, as well as Adaptive Acquisition Framework pathways
You will lead the implementation of policy and statutory reporting, as well as design and direction of acquisition strategy and lifecycle activities within your functional area
You will coordinate with multiple Program Offices, sponsors, shipyards, and warfare centers in the execution of system development
You will be responsible for the planning, programming, budgeting, leading integrated product teams, systems engineering, Contracting Officer Representative, and supporting all phases of program management
You will oversee logistics, budget execution, and risk management of activities within your functional area
You will communicate program activities in written and oral forums at all levels internal and external to the organization, to include coordination and support of senior level engagements with the resource sponsor and operational commands
You will manage, direct, and assist in a line capacity for the advanced undersea system development programs
You will direct and monitor submarine-based operations and maintenance for advanced undersea research and development projects
You will coordinate Flag-level direction across multiple government agencies, industry partners, and Commander, Submarine Force, U.S. Pacific Fleet activities
You will establish work assignments to be accomplished by employees, set priorities, and prepare work schedules for completion
You will evaluate employee performance, recommend appropriate incentives, initiate corrective actions, and keep employees informed of management and personnel policies

Required

You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
This position is covered under Public Law 114-264, the Program Management Improvement Accountability Act (PMIAA)
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics
Your resume must also demonstrate at least one year of specialized experience equivalent to the next lower pay band, NH-03 (GS-13 Equivalent), in the Federal service or equivalent experience in the private or public sector
Specialized experience must demonstrate the following: technical experience and acumen in broad aspects of submarine design and integration, robotics, software architecture, hydrodynamics, HM&E systems, platform integration, structural integrity, and vessel stability; experience leading and managing multidisciplinary teams in translating strategic goals into the execution of complex projects/programs; and ability to effectively communicate and manage program progress, reporting, and risks
