Safety Management System Program Manager

Metropolitan Washington Airports Authority is responsible for the operation of airports in the Washington D.C. area, and they are seeking a Safety Management System Program Manager to develop and coordinate the airport's Safety Management System. Responsibilities

Plans and coordinates details of the Airport SMS with all Airports Authority departments and tenants
Maintains compliance with current edition of 14 CFR Part 139 and requirements outlined in FAA Advisory Circular AC 150/5200-37
Conducts research and performs analysis of hazards and associated risks; develops policies and procedures and implements processes in support of the airport’s SMS
Develops recommendations based upon data collected and findings; including experience, trends, and statistics of similar facilities; coordinates audits of the system to assess and ensure its effectiveness; and reviews and updates the SMS elements and processes regularly
Facilitates and conducts Safety Risk Assessments (SRA) of airport construction projects, special events, and proposes operational policy and procedure improvements
Implements and manages a safety risk reporting system to gather information from a wide variety of sources including accident and incident reports, safety violation reports, and public and employee safety issue observation reports, Part 139 deviations. When necessary, develops accident/incident investigation reports to identify root causes and recommend corrective actions
Coordinates safety promotion initiatives, including management of the SMS training program for employees and tenants, as well as ensuring safety communication through a comprehensive program to raise safety awareness in the airport community
Tracks the implementation of safety recommendations and authorized actions following safety inspections, assessments, accidents or other means of hazard or risk identification; ensures corrective actions are timely enacted and deficiencies are mitigated or eliminated
Prepares regular activity reports on the status of the Safety Management System; documents the outcome of accident investigations and safety inspections; presents results of safety assessments and investigations, recaps the safety training provided; and provides recommendations to improve airport safety. Participates in safety meetings in support of the airport’s management
Develops, justifies, and administers the budget for the SMS program
Performs other duties as assigned

Required

Six years of progressively responsible experience in safety, risk management and a bachelor's degree in any field. An equivalent combination of education and experience may be considered
Knowledge of workplace safety problems, airport airside hazards and risks, and ability to identify and minimize issues by conducting safety inspections of facilities and construction sites; manage implementation of safety measures; and advise management and staff on best safety practices and procedures
Ability to prepare and present written reports
Knowledge of and ability to apply FAA Part 139 requirements to develop safety program policies and procedures, identify training needs, conduct training and inspections, and provide advice and guidance concerning safety requirements
Knowledge of and ability to apply legal precedent decisions applicable to aviation, airport, and industrial workplace environments and investigative requirements concerning torts and personal property claims to develop and recommend safety and loss control directives, conduct safety inspections and accident investigations, and provide guidance to managers and employees on safety issues
Knowledge of industrial, environmental, engineering, and construction safety and phasing programs, and the practical application of occupational safety controls and ability to use them to review construction plans and consult with engineers and other technical personnel concerning safety issues
Ability to maintain strict confidentiality regarding employee information
Ability to perform detailed analyses of data and information and make recommendations
Skill in written and oral communication
Ability to use computer hardware and modern office suite software, including spreadsheets, databases, and risk management software
Knowledge of basic statistics and ability to consolidate data, review trends and perform simple analyses
A state driver's license in good standing

Preferred

Certification as a Certified Safety Professional (CSP) from the Board of Certified Safety Professionals (BCSP) or equivalent certification
Experience in risk management for operations of a commercial airport or similar environment
A bachelor's degree in risk management, Aviation Management, Occupational Safety and Health Management, Business Administration, or a related field
