FEC Program Manager
The NYC Administration for Children's Services (ACS) is dedicated to the safety and well-being of children and families through various services. The FEC Program Manager oversees the implementation of Family Enrichment Centers, ensuring high-quality service delivery and alignment with established standards while managing relationships with contracted providers.
Government Administration
Responsibilities
Manage an assigned portfolio of FEC contracts and serve as the primary ACS point of contact
Monitor provider alignment with FEC Model Standards, contract requirements, and deliverables through the implementation of the Program Management Team’s data/information collection, analysis, and reporting systems and tools
Review provider reports, workplans, and corrective action plans; identify risks and implementation gaps
Document performance concerns and elevate issues to Directors with clear analysis and recommendations
Review and approval of annual budgets, budget modifications, and invoices through the City’s PASSPort Portal
Provide ongoing coaching and technical assistance to contracted FEC Directors and leadership staff
Support translation of FEC Model Standards into contracted providers’ daily practice, policies, staffing, and programming
Conduct regular site visits (announced and unannounced) to assess implementation quality and fidelity
Build strong, strength-based, accountable relationships with contracted providers grounded in clarity and trust
Communicate ACS guidance, expectations, and feedback clearly and consistently
Navigate challenging conversations with professionalism and cultural humility
Coordinate with internal ACS teams (e.g., PSI, Training, Division of Finance, Law) to support provider needs
Use varied methods in data collection and analysis, observation, and provider input to assess trends and inform recommendations
Contribute to system-wide learning, model refinement, and quality improvement efforts
Maintain timely documentation of site visits, technical assistance, trends in ongoing check-in meetings, and key decisions
Prepare concise summaries and briefings for Directors and leadership
Qualification
Required
A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above
Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above
