Supervisory Procurement Analyst
Air Force Research Laboratory is seeking to hire an energetic contracting professional for the Supervisory Procurement Analyst position. Responsibilities
Serves as a senior staff advisor and supervisor providing guidance and continuity in management and advisory services, as well as a technical expert and principal acquisition advisor to the Director/Deputy Director of Contracting on Center, Command, and Department-level initiatives, policies and procedures. Recognized as an authority in contracting processes and participates in the development of strategic policy to ensure organizational objectives align with DAF/DOD doctrine
Leads Center-level contracting processes initiatives and recommends appropriate actions or interpretation of issues that impact the organization, installation, command, or agency. Facilitates continuous improvement and innovation in the planning, development, and analysis of acquisition strategy and contracting execution. Provides leadership, guidance, and policy direction to supported organizations’ command staffs on program execution for major programs and initiatives of high visibility and criticality to their missions. Provides guidance and support to include an integrated approach across organizations and agencies in the areas of acquisition strategy, contracting processes, customer support and readiness. Evaluates the indicated impacts in contracting, as well as other aspects of the total acquisition programs. Utilizes a broad background in contracting as a basis for recommending courses of action. Recognized as a technical/functional authority on acquisition and contracting issues
Plans, organizes, and directs activities of the organization, developing goals and objectives that integrate enterprise and functional area objectives. Provides supervisory personnel management responsibilities. Conducts training to improve acquisition practices, implement new regulatory requirements, explain policy changes, promulgate lessons learned and clarify procedures. Represents AFRL/PK functional directorate in a variety of installation, functional area and industry organizations
Qualification
Required
United States Citizenship
Ability to obtain and maintain the required security clearance
A bachelor's degree in business administration or related field from an accredited academic institution
Must meet the 1102 occupational series qualifications defined in Title 10: 10 USC 1724: Contracting positions: qualification requirements (house.gov)
Must have at least one year (52 weeks) of specialized experience at the next lower grade level (DO-03/GS-14 or equivalent in other pay systems)
Employee is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually
May be required to travel
Preferred
Air Force Contracting Officer Unlimited Warrant
Ability to effectively communicate both orally and in writing
Knowledge of business practices and market conditions
Knowledge of government and agency-specific guidelines and business practices, including: statutes, regulations, policies, and procedures that cover different contract types
