Procurement Analyst

Responsibilities

Demonstrate expert knowledge of contracting and transportation laws, regulations, and policies
Demonstrate an understanding of work methods and processes, data management, operating procedures, and administrative operations impacting the procurement processes
Identify problems, determine accuracy and relevance of information, identify risk, and use sound judgment to generate and evaluate alternatives, and/or make recommendations
Evaluates the effectiveness of new or revised policies on procurement program operations
Analyzes complex data regarding past, present, and projected processes
Use clear, concise, technically accurate documentation and presentations
Identify and analyze data and present to senior management

Defense Acquisition Workforce position. Must complete DoD certification and other requirements
Basic Contracting Requirement: A.) A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000, are excluded from the requirements of 'A)' above
Contracting Officer Requirement: Must possess at least two years of experience in a contracting position
Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. In addition to meeting the Basic Contracting and Contracting Officer Requirements above, to qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military, or private sector
Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cutoff/ closing date of the announcement
Creditable specialized experience includes: Determining compliance with procurement statutes, laws, regulations, policies, and business practices
Analyzing the effectiveness of the procurement process in meeting its performance targets and to recommend process improvements
Analyzing key performance indicators and metrics to determine if the results meet goals and objectives
Building process interrelationships, process performance critical data, and performance metrics, which pertain to the Procurement process
Applying and adapting analytical techniques and evaluation criteria to investigate, analyze, and evaluate the effectiveness and efficiency of activities within the procurement process area
Identifying risk, developing and implementing corrective actions for complex procurement process problems
Substitution of education may not be used in lieu of specialized experience for this grade level
You MUST provide transcripts or other documentation to support your educational claims
Unofficial transcripts are acceptable at time of application
Position requires DoD Acquisition Contracting (C), Professional (Foundational) certification within required timeframes
Selectee must also achieve 80 hours of Continuous Learning Points (CLPs) every 2-years
