The New York State Education Department’s Office of Special Education and Adult Career and Continuing Education Services is seeking a Program Research Specialist 2 to work in the OSEA Data Unit. The role involves supervising staff, analyzing data, and preparing reports to support OSEA initiatives and improve data collection methods.

Responsibilities

Supervise Program Research Specialist 1 staff, overseeing progress on assigned projects and tasks
Analyze and interpret data pertaining to OSEA program and fiscal offices, offering solutions and identifying risks based on the analysis
Select the appropriate methods to follow in analyzing and evaluating data, including considering the sources of data and the statistical tools to use to support OSEA initiatives
Meet with OSEA departments to determine improvement opportunities in the methods of data collection and application including the utilization of Microsoft products such as SharePoint, Teams, Power BI, Lists , and Planner
Identify actual or potential problem areas, trends, program accomplishments, and additional key factors in the program being studied
Measure progress toward program objectives; and
Prepare tables, graphs, fact sheets, and written reports summarizing research results using a variety of data analytic tools (SQL, SAS, Power BI, Excel, etc.)

Required

A bachelor's degree including or supplemented by NINE semester credit hours in statistics, biostatistics, economics, econometrics, research methods, mathematics, data analysis, or data modeling PLUS THREE YEARS of professional research experience in the collection and evaluation of quantitative data directed toward review and analysis of program operations
Experience limited to general, non-professional research tasks (for example, legal citation research, bibliographical research, or incidental research functions as part of a non-research job) will NOT be considered qualifying
Verification of degree will be required at the time of interview for all candidates

Preferred

Qualifying experience that was performed in a school, school district, BOCES, education oversight agency, educational institution, education research institution, or other related research institution
