Responsibilities

Supervises all staff in the Division and distributes submittals to staff members in a balanced manner
Reviews and interprets plans and permits beyond the capability of other plans review staff to ensure compliance with applicable codes and standards; works with the plans review staff, engineering consultants and other project stakeholders to resolve issues as they arise
Serves as Division’s primary representative to the Technical Advisory Committee (TAC) and Planning Commission
Serves as Division’s liaison for the 'Fast Track' permitting process
Serves as Division’s final authority in all plans review and stormwater management approvals; approves all plans and other items
Aides the Director in the preparation of the Division’s annual operating budget; manages expenditures within established budget constraints
Assists the Director in responding to complaints and inquiries from government officials, other agencies, and the public
Serves as liaison to the Department of Public Works regarding road code, stormwater management, and wastewater capacity related to land development
Establishes and maintains effective working relationships with other agencies and project stakeholders
Serves as the representative of the County to the public and other audiences during various meetings

Required

Bachelor's degree in civil engineering or closely related field
Minimum of five (5) years' experience in performing or reviewing land development engineering and design in positions of increasing responsibility
A minimum of three (3) years supervisory experience
Possession of a valid Class “C” non-commercial driver's license
Maryland Professional Engineer's license
Knowledge of the principles and practices of civil engineering as it pertains to land development engineering, specifically, permits, stormwater management, subdivision and site development, and road and utility engineering, and design
Knowledge of applicable local, state, and Federal codes, guidelines, regulations and standards
Ability to review engineering, design, plans, specifications and other technical documents submitted by consulting engineers and others to ensure compliance with sound engineering practices and established codes, guidelines, regulations and standards
Ability to prepare and clearly present both verbally at public meetings and written detailed reports and recommendations on complex engineering projects
Ability to plan, schedule, assign, manage, and supervise the work of assigned personnel
Ability to develop and manage project and operating budgets
Ability to communicate ideas effectively, both orally and in writing
Ability to establish and maintain effective working relationships and to work as a member of a team
