Responsibilities

Serves as Procurement Analyst, fully participating in the operation, management, assists the Supervisory Program Analyst and other Projects Program leaders in maintaining funds control of the overall project
Analyzes current status of the O&M, FCCE and Indirect program to develop and recommend the initial funds requirements for labor, materials, and supplies, and contract support required to implement these programs
Prepares special and recurring obligation and expenditure reports of a complex nature from CEFMS/P2 database as required
Analyzes obligating documents as to correctness of codes and appropriations, the periodic review of general administrative overhead rates, technical indirect overhead rates, and Government contributions as they relate to funds control and programming effort
Develops and formulates the portions of the Rivers Project entire annual operating budget to include manpower, travel, contracts, and all other aspects of annual budgetary requirements
Provides guidance to Program Managers and personnel on all P2 activities, changes, updates and any budget or program matter
Supports the entire Rivers Project by staying apprised of activities involved in the process: construction contracts, S&A overhead accounts, and status of funds for same
Prepares and monitors command management review performance indicators for the operations function

Required

One year of specialized experience which includes formulating budget submissions, project schedules, funding requirements, and/or milestones; analyzing budget requests, obligating documents, overhead rates, and/or Government contributions; and recommending initial and/or adjusted funding requirements
Certification Level 2: THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d
All positions require the applicant to be a citizen of the United States
Male applicants born after December 31, 1959, are required to register for Selective Service prior to appointment
