Responsibilities
Assists in preparing documentation of scope, schedule and budget expectations and development of a comprehensive management plan that integrates all project requirements into a coordinated and cohesive response that includes scope definition, schedule and budget development, communications planning, quality and risk management
Documents project plans in the HQUSACE project management system (P2). Tracks and reports project scope, schedule and budget execution throughout the life of the project
Ensures the consistency and accuracy of data entered. Monitors project schedules and funds allocated to District elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained
Based on performance trends, forecasts schedule, budget, manpower, or quality problems and ensures proper resolution of issues raised
Manages project schedule and budget contingencies in P2 to ensure efficient and effective utilization
Provides status reports and supporting analysis on projects assigned (progress, issues and trends to the Kansas City District corporate leadership (Project Review Board)
Utilizes knowledge of Earned Values Management techniques and scheduling best practices to provide expert review and troubleshooting of project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost
Collects project execution data from the project delivery team. Confirms the completeness and accuracy of the data and enters it into P2
Reviews and analyzes cost reports to assure that costs incurred are consistent with resource plans and progress recorded
Executes scheduling calculations and performs earned value analysis
Uses progress reports, baseline comparisons and other tools to identify performance variations in cost and schedule from the plan
Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost
Assists the Project Manager and PDTs in understanding and resolving variations in cost or schedule performance using earned value reports and techniques
Assists PM and PDT in monitoring thresholds and issues in Primavera. Presents issues to the PDT for resolution
Assists the PDT in documenting issues, changes and lessons learned
Develops local reports and procedures, utilizing the P2 reporting solutions and Enterprise Data Warehouse, to facilitate communication of scope schedule and budget status within the PDT and upward reporting of execution status to Program Managers, Middle Managers and the PRB
Documents and tests local procedures established to enhance effectiveness of the PMBP
Coordinates local reports with the Kansas City District, Regional (Northwest Division) and National points of contact to ensure consistency of management data and products
Performs other duties as assigned
Qualification
Required
Expert knowledge of management concepts, principles, methods and practices in the performance of assigned duties
Ability to work independently with minimal supervision in a matrix team environment
Experience in preparing documentation of scope, schedule and budget expectations
Experience in developing a comprehensive management plan that integrates all project requirements
Ability to track and report project scope, schedule and budget execution throughout the life of the project
Experience in monitoring project schedules and funds allocated to District elements
Ability to forecast schedule, budget, manpower, or quality problems based on performance trends
Experience in managing project schedule and budget contingencies
Ability to provide status reports and supporting analysis on projects assigned
