Regulatory & Rates Analyst
Golden Spread Electric Cooperative, Inc. generates electricity for the purpose of delivering cost-effective and reliable power to its Member Distribution Cooperatives. They are seeking a motivated and skilled Regulatory & Rates Analyst to analyze regulatory requirements, develop wholesale rate structures, and evaluate proposed rules impacting the cooperative and its members.
Responsibilities
Support the organization’s development and implementation of wholesale rates
Develop, maintain, and monitor rate forecasts and annual rates
Prepare financial analyses to support the revenue requirements of GSEC rate products
Develop and maintain tracker of GSEC’s Transmission Cost of Service (“TCOS”) investment and revenues
Maintain and reconcile GSEC’s Formula Rate Template
Track and analyze the impact of business changes, including accounting policy changes, on GSEC’s various rate products
Research and analyze regulatory trends for cost allocation and rate design
Qualification
Required
Bachelor's degree required in Finance, Accounting, Economics, Mathematics, or related field
Minimum 2 years of experience in financial analysis, utility regulation and rate design, or related field. Preference will be given for industry-specific experience
Strong analytical skills with proficiency in financial modeling, forecasting, and scenario analysis
Experience interpreting complex data sets and clearly articulating insights in both written reports and presentations
Knowledge of utility regulatory practices, FERC chart of accounts, cost of service, and cooperative accounting and ratemaking preferred
Proficient in Microsoft Office 365 Suite, especially advanced Excel capabilities
Highly developed verbal and written communication skills to communicate complex data analysis with internal and external stakeholders, including Member Distribution Cooperatives, the legal team, executive team, and outside consultants
Preferred
Knowledge of utility regulatory practices, FERC chart of accounts, cost of service, and cooperative accounting and ratemaking preferred
