Responsibilities
As the internal administrative advisor, incumbent is responsible for performing, providing, obtaining, and/or advising on a variety of management services essential to the direction and efficient operation of the organization; included are such functions as personnel management, manpower requirements and documentation, training and administrative internal controls
Coordinates assigned functions with managers/ supervisors to discuss work-related changes affecting their offices and provides authoritative recommendations on possible improvements to implement
Maintains, input and revises a variety of comprehensive databases to manage information that is useful in making organizational decisions and processing requests submitted to higher headquarters (HQ)
Keeps management informed of new or revised administrative policies, regulations, and procedures that affect the internal administrative management controls and functions of the organization
Is responsible for conducting a variety of administrative information flow studies, administrative work processes, procedural reviews, improvement studies, etc., to provide management with recommendations for insuring optimum utilization of available resources
Prepares briefing reports and auxiliary information to be used for final presentations locally or at higher HQ level
Coordinates results, develops plans for implementation, and insures that required changes have been effected
Makes follow-up assessments or implementation of changes
Prepares and defends manpower requirements to include justification of current or requested spaces and grade level structures
Updates automated manpower records and alpha roster, prepares status of recruits weekly or as requested, and prepares civilian strength reports
Provides advice and assistance to supervisors and managers for a variety of personnel actions
Compiles data applicable to manpower/management survey requirements and organization/mission changes
Assists with review and processing of IMD actions
Coordinates with manpower specialists to ensure validity of information and realistic identification of manpower requirements
Establishes internal procedures to secure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process
Reviews plans and recommends action to be taken by the Division
Makes independent action to secure the required administrative and managerial support to meet operating requirements
Conducts special studies and projects as directed by supervisor
Obtains interpretation of regulations and directives which affect operations of the Division and recommends appropriate action
Assists with developing organizational goals and objectives
Provides consistent leadership and guidance to the Administrative Support personnel within the Division (i.e. time, travel, correspondence, property, credit card, etc)
Serves as backup to the Administrative Support personnel within the Division when needed
Coordinates with managers when appraisals are due and follow up with reminder notices
Keeps Division Chief informed of any outstanding appraisals that are past due
Initiates personnel actions
Tracks the progress of personnel actions initiated from Construction Division
Coordinates with Manpower and Civilian Personnel Advisory Center (CPAC)
Serves as liaison between supervisors and employees fielding a multitude of personnel related questions to the Manpower Analyst and CPAC and relaying information back to requesting individuals
Updates automated manpower records and alpha roster, prepares status of recruits weekly or as requested, and prepares civilian strength reports
Provides advice and assistance to supervisors and managers for a variety of personnel actions
Compiles data applicable to manpower/management survey requirements and organization/mission changes
Assists with review and processing of IMD actions
Serves as a liaison with the Human Resources Office to resolve issues and problems applicable to the Division personnel actions
Coordinates personnel actions with supervisors and managers, including initiating, monitoring, and tracking personnel action requests
Maintains a variety of reports about personnel and pay actions utilizing the automated personnel database
Conducts a statistical analysis of future workforce-mission requirements, employee-turnover patterns, technological changes and labor-market conditions to identify trends or potential problem areas
Prepares recommendations for management about issues of concern
Conducts statistical analysis of training events, promotions, awards, etc., to identify problem areas, deficiencies, or imbalances
Develops proposed solutions, makes recommendations about corrective courses of action, if necessary, to fulfill requirements
Prepares and submits reports
Areas for reporting include high-grade, status of vacancies, supervisory ratios, overseas rotations/re-employment entitlements, and position-management studies
Develops methods of acquiring data, collects data, performs statistical analysis and prepares recommendations, which aid the Division Chief in making decisions; evaluating programs and controlling operations; programming or managing workforce-management resources; and improving management effectiveness, employee morale, and provided services
Serves as the Administrative Support for the Division
Provides assistance to managers and supervisors about personnel training requirements
Maintains close liaison with Mission Support
Identifies and distributes training availability listings to activities and coordinates with supervisors
As a training Credit Card holder attains appropriate accounting classification, applicable signatures, and completed forms prior to making payment for all training
Maintains database for training received and projected for analysis of future training requirements
Informs employees about scheduled training dates and suspense actions required after completion of training
Keeps training resources available for employees to pursue for training opportunities
Maintains a training resources library for supervisors and employees
Updates completed training data into Personnel database
