Senior Director, Government Skilling Programs
ServiceNow is a global market leader in AI-enhanced technology, and they are seeking a Senior Director to build and scale their global government skilling initiatives. This role will unify various government programs and drive initiatives aimed at skilling 1 million government professionals by December 2027, working closely with global government stakeholders and internal teams.

Responsibilities
Define and execute the global government skilling strategy, positioning ServiceNow University as the partner of choice for public sector workforce transformation across federal, state, and local government agencies worldwide
Build and articulate a compelling vision that translates the opportunity of 350 million public sector employees into concrete programs, partnerships, and measurable outcomes
Serve as the primary strategic advisor to P5 leadership on government skilling initiatives, providing regular executive briefings, impact reports, and strategic recommendations that demonstrate ServiceNow's leadership in the public sector
Develop and own the roadmap to achieve 1 million skilled government professionals by December 2027, establishing clear milestones, resource requirements, and success metrics
Orchestrate and integrate government skilling initiatives currently spread across multiple ServiceNow University teams, creating unified intake processes, governance structures, and delivery frameworks
Manage complex, cross-functional program delivery involving internal stakeholders across Global Learning & Development, Customer Acceleration, Sales, Marketing, Legal, and Finance
Lead program intake and prioritization processes, ensuring alignment with ServiceNow's strategic priorities and maximum impact per resource invested
Establish and monitor program KPIs including enrollment, completion rates, certification attainment, employment outcomes, government partnerships secured, and economic impact delivered
Build and maintain strategic relationships with government leaders, workforce development agencies, public funding bodies, and regulatory authorities across federal, state, and local levels globally
Represent ServiceNow University in high-stakes government engagements, including RFP responses, funding proposals, compliance negotiations, and strategic partnership discussions
Partner with ServiceNow sales leadership to identify government skilling opportunities that advance commercial objectives while delivering public value
Navigate complex public sector procurement processes, ensuring compliance with funding agreements, reporting obligations, and regulatory requirements across different government jurisdictions
Develop and execute a comprehensive communications strategy that positions ServiceNow University's government impact for P5 leadership, board members, investors, and external stakeholders
Create compelling narratives, case studies, and data visualizations that demonstrate ServiceNow's relationships and measurable impact with governments worldwide
Lead thought leadership initiatives including speaking engagements, published research, and industry forums that establish ServiceNow as the global leader in public sector workforce transformation
Develop ROI frameworks and impact measurement strategies that quantify employment outcomes, economic value, skills development metrics, and social impact
Collaborate within a high-performing global team, including Senior Program Managers who execute regional government skilling initiatives
Establish group operating rhythms, governance processes, and accountability frameworks that enable scalable, repeatable delivery of government programs
Foster a culture of innovation, strategic thinking, and executive-level communication across the Governments team
Help to mentor and develop team members, building capabilities in strategic partnership management, executive stakeholder engagement, and complex program delivery
Monitor global trends in government workforce transformation, public sector AI adoption, and workforce development policy to identify emerging opportunities
Conduct market intelligence on competitor activities in government skilling, identifying white space and differentiation opportunities for ServiceNow
Drive innovation in program design, delivery models, and technology platforms that enhance ServiceNow University's value proposition to government partners
Travel up to 40% domestically and internationally to engage with government stakeholders, attend industry conferences, and support program launches
Qualification
Required
Experience in leveraging or critically thinking about how to integrate AI into work processes, decision-making, or problem-solving. This may include using AI-powered tools, automating workflows, analyzing AI-driven insights, or exploring AI's potential impact on the function or industry
15+ years of progressive leadership experience in workforce development, government partnerships, public sector consulting, or enterprise technology with substantial government exposure
Demonstrated success leading large-scale, multi-million dollar government programs or public-private partnerships with measurable impact on workforce outcomes
Extensive experience building and maintaining relationships with senior government officials at federal, state, or local levels, including proven success navigating public sector procurement and compliance requirements
Track record of executive-level communication and strategic storytelling, including board presentations, investor briefings, or C-suite stakeholder management
Proven ability to orchestrate complex, cross-functional initiatives involving multiple stakeholders, competing priorities, and significant resource coordination
Experience building teams and functions from the ground up, establishing operating models, governance structures, and scalable processes
Deep understanding of government workforce development frameworks including apprenticeships, vocational training, national qualification systems, and digital skilling initiatives
Strong analytical skills with ability to develop ROI frameworks, impact measurement methodologies, and data-driven business cases
Bachelor's degree in Business, Public Policy, Education, Technology, or related field; Master's degree or MBA strongly preferred
Preferred
Direct experience with ServiceNow platform, ITSM solutions, or enterprise SaaS technology in government contexts
Knowledge of ServiceNow certification paths, partner ecosystem, and customer landscape, particularly in the public sector
Background in public sector digital transformation, AI adoption, or technology-enabled workforce modernization
Experience working across multiple global markets with understanding of international government structures, funding mechanisms, and regulatory environments
Established network of relationships within government workforce development, education technology, or public sector consulting communities
Thought leadership contributions through published research, speaking engagements, or advisory board participation in workforce development or government technology
Program management certification (PMP, PgMP) or equivalent executive leadership credentials
