Telecommunications Supervisor
NEOGOV is seeking a Telecommunications Supervisor for the South Carolina Department of Juvenile Justice. The role involves overseeing telecommunications operations, ensuring compliance with regulations, and providing training to staff while responding to emergencies as needed.

Responsibilities
Provides Telecommunications Operators with the required training as designated by the Supervisor, the agency and/or division director
Serves as the TCC’s primary training officer
Informs subordinates of any changes in regulations and procedures, ensures coverage of TCC
Assists in the development of policies and procedures to cover equipment and dispatch procedures
NCIC duties includes ensuring that the agency comply by CJIS/ SLED guidelines, maintaining NCIC records- certifications, recertification and purging of records, and of the like
Validation of records, confirming statuses as a liaison to the community, serves staff and respective law enforcement agencies regarding recovery of wanted juveniles
Establishes NCIC protocols and updates as appropriate in the operations of the NCIC terminal and the TCOs
Maintains the Pre-registry Sex Offender account for SLED and ensures compliance with state law
Participates in SLED audits and maintains SLED compliance with the agency
Inspects equipment and ensures proper usage
Provides training for voice and data communications
Assists in the supervision of the installation, testing, maintenance and repair of all communication equipment
Assists in the maintenance and training regarding the CodeLynx ID system, troubleshoots any issues, deactivates IDs of employees who left the agency and sends out notifications for separated employees
Coordinates fingerprints and I.D. scheduling, gathers identifying documents for SLED submission, determining eligibility of individuals based on those findings
Plans, schedules and reviews work of subordinate staff, counsels with employees as appropriate
Conducts EPMS appraisal, interviews for new employees, administers corrective discipline for employees as needed, maintains appropriate documentation to support disciplinary actions and recommends disciplinary action to the supervisor when needed
Maintains employee information, identification and fingerprint cards
Conducts and oversees the DNA testing and fingerprinting of juveniles
Serves as administrator for the Livescan fingerprinting device
Oversees activities in logbooks, radio logs and NCIC files
Pulls criminal histories, driving records for Public Safety patrol officers and investigators
Maintains and inspects radio logs, NCIC logs; furthermore, makes the documents available for supervisory inspection when requested
Performs the duties of a Telecommunications Operator when needed and other related job duties deemed necessary by a Supervisor, Director of Public Safety and/or the Inspector General
Qualification
Required
A high school diploma and journey-level work experience in the maintenance and repair of electronic communications equipment, in telecommunications or computer operations
Class IV Telecommunication Operator certification by the Law Enforcement Training Council in accordance with 23-23-40 of the Code of Laws of South Carolina 1976
Thorough knowledge of the layout and operation of voice communications systems
Knowledge of the practices and procedures used to operate a central telecommunication system
Knowledge of appropriate FCC and other rules, regulations and policies
Skills in the operation of electronic voice and data communications equipment; ability to supervise and train subordinates
Ability to communicate effectively
Ability to establish and maintain good working relationships with others
Knowledge of SLED and FBI regulations in reference to NCIC and verification information
Preferred
Preferred experience as either a TAC or ATAC
A high school diploma and six years of experiences with voice communications systems or central switchboard operations
An associate degree in technical communications discipline may be substituted for the required experience
Three (3) years as a certified SC CJA Telecommunications Operator and 2 years supervisory experience as a TCO
