Project Manager - Workday Implementation

ICF is seeking an experienced Project Manager to lead the implementation of a Workday-based Human Resource Case Management system. Responsibilities

Lead planning, execution, and delivery of all project phases, including requirements confirmation, Workday tenant installation, configuration, integration, testing, deployment, and transition to O&M
Ensure alignment with federal System Lifecycle Management (SLM) methodology and all applicable standards
Direct day-to-day operations, coordinate with multi-vendor teams, and foster transparency and communication across all HR modernization workstreams
Conduct daily stand-up meetings, facilitate sprint planning sessions, sprint reviews, retrospectives, and maintain burn-down and velocity reporting
Manage Agile backlogs in coordination with government and vendor teams, ensuring consistent alignment to mission priorities and release plans
Provide leadership and oversight for Workday configuration, business process design, extensions, integrations, security model development, and reporting
Ensure Workday configuration aligns with federal human capital requirements and supports interoperable HR processes such as onboarding, personnel actions, performance management, benefits administration, and separation
Define project activities, milestones, and sequencing to meet all objectives and deliverables
Maintain detailed project documentation, schedules, plans, briefing decks, and status reports
Identify, assess, and mitigate risks; track issues in the program’s Risk Register; escalate items per the governance structure
Ensure adherence to configuration management practices for all system artifacts, changes, and deliverables
Oversee design, development, validation, and testing of interfaces with internal and external systems
Support data migration planning, extraction, cleansing, transformation, and validation for legacy HR data
Provide weekly status reporting on scope, schedule, risks, staffing, testing, and deliverables

Required

Current active Public Trust clearance or ability to obtain Public Trust
U.S. Citizenship required
Must reside in the United States and perform work within the United States
Bachelor's degree in Business, Project Management, IT, or related field
5+ years of Project Management experience leading complex IT programs to include experience serving in key leadership roles during Workday installations, configurations, integrations, and system extensions to meet customer requirements
1+ year of experience with JIRA or similar requirements/work-tracking tools
10–12+ years managing large IT implementations, including 4–5 years with PaaS/ERP or HCM cloud projects
Experience managing at least 1–2 Workday PaaS or comparable enterprise HR system implementations
Demonstrated management of public-sector or highly regulated IT projects (planning, risk, budget, reporting)
PMP (or PRINCE2) certification
Familiarity with federal lifecycle/oversight (e.g., EVM, OMB governance, agency IT reviews)

Preferred

Active DHS Public Trust preferred
2+ full-cycle Workday PaaS implementations as primary Program Manager, including one federal or Cabinet-level agency implementation
Experience managing programs with multiple vendors/contractors and complex interdependencies
Federal project management credentials (e.g., FAC-P/PM or DAWIA-equivalent) and experience interacting with COs, CORs, and IG/GAO oversight
Demonstrated use of hybrid or Agile delivery approaches in federal environments
Proven history of meeting or exceeding cost/schedule baselines on large federal IT programs
