The State Bureau of Investigation (SBI) is dedicated to increasing public safety in North Carolina through various investigative services. The Budget Analyst II will manage and implement appropriations and federal funds, conduct budget analysis, and ensure compliance with budget execution deadlines.

Responsibilities

Conducts advanced budget analysis work for various funding streams
Prepares, documents, and submits budget realignment requests
Addresses and resolves any budget discrepancies
Assists with the monthly, quarterly, and yearly closeout processes
Supports budget certification and expansion budget processes
Prepares quarterly allotments and cash projections
Payroll Time and Salary Control Specialist for the department
Provides employee benefits management for the department
The ability to build and maintain strong working relationships with both agency staff and external organizations

Required

Bachelor's degree in business administration, public administration, accounting, or related field, from an accredited institution and four years of experience preferably including experience in accounting or budgeting
Equivalent combination of education and experience
All work history and education (including accurate dates of employment/attendance) must be documented on the application
Transcripts may be attached to supplement education and work experience may include internships, volunteerism, and full and part-time work
Supplemental Questions are also a required part of the application: answers must reference education or work experience listed on the application
Selected candidates will undergo and must successfully complete a comprehensive background investigation which includes: credit and arrest checks; interviews with associates, personal and business references; verification interviews of employers; verification of education achievement; urinalysis drug screening; and submission of fingerprints
Degrees must be received from appropriately accredited institutions
If applicants earned college credit hours but did not complete a degree program, they must attach an unofficial transcript to each application to receive credit for this education
If you earned a foreign degree, you must attach your official evaluation for U.S. equivalency to your application to receive credit for your degree as foreign degrees require an official evaluation for U.S. equivalency

Applicants seeking Veteran's Preference must attach a DD Form 214, Certificate of Release or Discharge from Active Duty, along with the state application
Applicants seeking National Guard Preference must attach an NGB 23A (RPAS), along with the state application if they are a current member of the NC National Guard in good standing
Applicants who are former member of either the NC Army National Guard or the NC Air National Guard, with honorable discharge and six years of creditable service must attach a copy of the DD 256 or NGB 22, along with the state application
It is the policy of the State of North Carolina and NC SBI that all employees provide proof of employment eligibility (immigration and naturalization) on the first day of employment

Preferred

Thorough knowledge of the fiscal and operational policies of state government
Intermediate knowledge of the financial structure, accounting system, and financial procedures of the State of North Carolina
Experience managing various departmental budgets and multiple funding sources
Experience with department-level time management, employee benefits, and salary control reconciliation
Experience with the North Carolina Financial System (NCFS), IBIS, Excel, and the Integrated HR System – or similar systems
