MO Scholars Program Specialist
The State of Missouri is seeking a MOScholars Program Specialist to support the operations of the MOScholars program within the Missouri State Treasurer’s Office. This role involves assisting with program administration, compliance, and reporting while interacting with various stakeholders such as parents and educational organizations.

Responsibilities
Assist the program manager with the administration and oversight of the full lifecycle of the program experience: prospective participant inquiries, application intake, eligibility determination, compliance, and reporting
Assist with procedure implementation and monitoring to ensure adherence to program policies, program rules, and state statutes
Serve as a knowledgeable resource for families, educational assistance organizations, and the public
Provide clear guidance on eligibility, timelines, documentation, and program use
Track program metrics and produce routine and ad hoc reports; ensure data accuracy and confidentiality
Document processes and standard operating procedures; propose enhancements to forms, workflows, and systems to increase efficiency
Qualification
Required
Familiarity with scholarship and or education program operations, eligibility verification, and documentation standards
Familiarity with program compliance practices, audit processes and data security, and confidentiality statutory requirements
Basic understanding of financial recording keeping
Strong organizational and time-management skills; able to prioritize multiple deadlines with high accuracy
Excellent written and verbal communication skills to translate policies into plain language for a diverse group of stakeholders
Proficient with Microsoft 365, Qualtrics, and virtual meeting tools
Effective data management and analytical skills; to produce clear and accurate reporting
Ability to exhibit excellent customer service and conflict resolution skills with an empathetic, solutions-oriented approach
Effective verbal and written communication skills — to professionally answer phones, respond to inquiries, and interact with external stakeholders or internal staff
Ability to build a collaborative environment with educational assistance organizations, vendors, and the Treasurer's Office
Be able to work independently and as a team member, adapt to changing priorities and program updates
Represent the Treasurer's Office professionally in both private and public settings
Preferred
Experience working in government or non-profit environment
Experience in K-12 education and/or knowledge of Missouri Education Policies
Experience and familiarity with the Individuals with Disabilities Education Act (IDEA)
Project or program coordinator experience
