Land Development Manager

Risewell Homes is seeking a Land Development Manager to oversee land development projects from initial due diligence through municipal acceptance. The role involves managing project coordination, budgets, and external teams to ensure successful project execution and compliance with regulations.

Responsibilities

Manage land development projects from feasibility, entitlement, and permitting through construction, community start-up, and turnover to the Vertical Construction Department
Prepare, analyze, and monitor development budgets, proformas, schedules, and status reports; communicate budget variances, risks, and schedule impacts to leadership
Develop and execute entitlement strategies, permit applications, bond administration, SWPPP compliance, and utility coordination
Oversee engineers, consultants, contractors, and municipal agencies to ensure scope, schedule, budget, and business plan objectives are met
Conduct site inspections and manage active construction sites to ensure compliance with approved plans, building codes, OSHA standards, permits, and company policies
Coordinate and lead pre-construction and progress meetings, inspections, and approvals with jurisdictional and utility representatives
Review project plans to develop initial budgets and schedules; continuously update project documentation and checklists
Collaborate with internal teams to maintain active permits, approve land development invoices, and support land acquisition feasibility and risk analysis
Participate in in Homeowner Association and Metro District board meetings as a board member and/or company representative
Ensure timely delivery of site development, secure Certificate of Occupancy clearance for subdivisions, and facilitate project handoff to vertical construction
Participate in staff meetings and support additional projects as needed

Required

Bachelor's degree preferred in Civil Engineering, Land Planning, Urban/Regional Planning, Construction Management, Real Estate Development, Business, or a related field
5+ years of relevant experience in land development or construction, including contract development, budgeting, scheduling, and subcontractor negotiation
Strong working knowledge of civil improvement plans and experience coordinating with jurisdictions and regulatory agencies
Highly organized, analytical professional with strong written, verbal, and interpersonal communication skills; comfortable working cross-functionally with internal and external partners
Proficient in Microsoft Office, with advanced Excel skills; experience with Microsoft Project and Windows environments preferred
Proven ability to manage multiple complex projects, meet deadlines, and maintain attention to detail in a fast-paced, high-growth environment
Ability to read and interpret plans, entitlements, and technical documents
Willingness and ability to travel to project sites as required and perform job duties in accordance with corporate and professional standards
A valid driver's license, reliable vehicle, and active vehicle insurance are required at all times
