Senior Human Resource Analyst
King County's Department of Public Defense is seeking a dynamic Senior Human Resource Analyst to join their high-performing HR team. The role involves serving as a strategic HR Generalist focused on process improvement and HR data analytics, while supporting the Public Defense Attorney Recruitment Strategy.

Responsibilities
Support the overhaul and optimization of HR processes, and incorporate Equity and Social Justice fundamentals, including recruitment and selection processes and workflows
Create a change management plan to support the successful adoption and implementation of HR processes across the department and provide consultation and coaching to managers and applicable staff on process changes
Manage the employee exit survey process, track engagement, and assist in analyzing feedback to guide process improvements
Mentor HR team members, assign tasks, monitor progress, and conduct workload reviews
Serve as a resource to management and staff on classification, compensation, and compliance with county code, policies, and union agreements
Analyze and interpret HR and recruitment data and assist in developing metrics, dashboards, and reports that support data-driven decision-making
Specialize in identifying and attracting top attorney talent who reflect the diversity of the communities we serve through innovative and targeted recruitment strategies
Represent the Department of Public Defense at job fairs and community events to build relationships with the community and prospective applicants and may include travel to these events
Identify and develop partnerships with local schools and community partners to promote DPD as a top employer
Support and perform full-cycle recruitment and selection processes for attorneys, and other roles as needed, and positively amplify the candidate experience
Support other HR functions and workflows as needed/required
Act as a subject matter expert in the efficient use and maintenance of information in the applicant tracking system (NEOGOV). Assist and/or conduct training on system functionality to build proficiency with the Department of Public Defense
Utilize software tools like Word, Excel, SharePoint, and Peoplesoft to create, manage, and maintain documents, spreadsheets, and selection processes
Manage the Bi-Annual Jail Renewal Process
Manage the Annual Merit Process
Support the Human Resource Manager in other areas as assigned
Qualification
Required
4 or more years of progressive experience in Human Resource service delivery with an emphasis on recruitment and HR data analysis, OR any equivalent combination of education and experience that clearly demonstrates the ability to perform all the essential duties of the position
Have a valid Washington State Driver's License and/or have the ability to travel to required destinations around King County in a timely manner
Preferred
Experience working with and recruiting attorneys
Experience working in a law firm, preferably a public defense office
Experience performing HR service delivery in a unionized environment
Proficiency in using HR software and applicant tracking systems (i.e., NEOGOV)
Familiarity with using PeopleSoft Software
