Organizational Change Manager (Operations & Policy Analyst 3)

The Oregon Department of Justice is seeking an Organizational Change Manager to lead change management efforts for their Legal Tools Modernization Program. The role involves developing and implementing strategies to help DOJ employees adapt to new systems and processes, directly impacting the agency’s service delivery to Oregon’s communities.

Responsibilities

Lead Change Management Strategy: Develop and implement OCM plans using the Prosci ADKAR model, including communication, coaching, and reinforcement strategies
Drive Engagement: Build trust and foster collaboration across divisions, ensuring employees feel supported through change
Communicate with Impact: Deliver clear, timely, and audience-specific messaging to executives, managers, and staff
Coach Leaders: Equip managers with tools and strategies to champion change within their teams
Monitor & Adapt: Assess readiness, track adoption metrics, and adjust plans to ensure success
Collaborate Across Teams: Work closely with project managers, business analysts, technical experts, and vendors

Required

Bachelor's degree in business, public administration, behavioral/social sciences, or related field AND four years of professional-level analytical and planning work
Equivalent combination of education and experience (seven years total)
Finalists must pass a comprehensive employment reference check and fingerprint-based criminal background check
A driver history check will be included for positions requiring state vehicle driving privileges
Agree to comply with specific security and confidentiality requirements of the department and its business units
Must have and maintain a valid Oregon Driver's License

Preferred

Prosci Practitioner or similar certification
Experience with large-scale IT modernization projects
Familiarity with project management tools (Project, SharePoint, Teams)
Three to five years of change management experience
Experience in management or team lead roles within the past five years
