Responsibilities
Supervises and participates in the work of a unit of professional, technical, and clerical support staff engaged in the review and analysis of departmental operations, policies, and procedures; assigns, coordinates, schedules, and reviews the work of subordinate staff members; makes recommendations regarding the hiring and disciplining of staff; gathers and studies data regarding department operations; reviews and analyzes organizational studies, policies, procedures, budgetary requirements, personnel management practices, and other aspects of agency operations; prepares reports and makes recommendations on dept. policies, procedures, and operations; reviews and analyzes legislation, state mandated regulations and procedures and relevant court decisions to determine impact on dept. operations; makes recommendations for necessary actions; handles the highly specialized assignments in a medium-sized department such as acting as the personnel officer, with department-wide responsibilities; represents the department in meetings with personnel from other departments and agencies
Conducts complex recruitments and examinations and/or directs and reviews recruitments and examinations conducted by unit staff, including outreach activities for equal employment opportunity recruitment; conducts complex classification and pay studies, including department wide studies, and/or provides technical guidance to unit staff, including job audits, salary surveys, class specification revisions, and/or new class development; participates in labor relations activities including handling grievances and serving as a team member during negotiations; conducts investigations into a variety of employee and/or consumer complaints, including civil rights complaints
Qualification
Required
One (1) year of experience performing duties comparable to the Agency Staff Services Analyst II - Confidential
Two (2) years of experience performing a broad range of professional, analytical, and administrative duties in the areas of general administration, personnel, fiscal, staff development, or program analysis work
A bachelor's Degree from an accredited college or university
Possession of a valid California driver's license for some positions
