Director of UI Contribution Division PROGRAM MANAGER SENIOR III
The State of Maryland is seeking a Director of UI Contribution Division, responsible for overseeing the operations of the Unemployment Insurance Contributions Division. This role includes leadership in strategic planning, managing employer assistance, tax enforcement, and accounting functions related to unemployment insurance.

Responsibilities
Provide leadership, direction, and oversight of the day-to-day operations of UI's Contribution functions
Lead the strategic planning for the Contributions Division to ensure that staff priorities align with the MDOL and UI goals and missions
Ensure the effective management of the technical program and operation of MDOL UI Contributions Division, which includes oversight of UI employer assistance, tax enforcement, internal audit, and various collection activities
Identify new employer liabilities, open and close employer accounts, assign tax rates to over 149,000 employer accounts, respond to tax correspondence on interest and penalties, prepare replies to tax protest correspondence, process claim separation information requests, and maintain separation information penalty receivable files
Respond to employer protests of benefits charged to their experience rating account
Oversee and direct the employer call center supporting collection efforts for employers who have not filed their tax returns or paid the tax
Audit 1% of the active employers each year and collect delinquent reports and taxes, payment plans, license renewals, and tax intercepts
Correct wage records for eligible claimants
Evaluate employer tax, liability, and revenue collection operations supporting the State’s Unemployment Insurance (UI) Program and oversee the accounting functions of the Maryland Unemployment Insurance Trust Fund
Ensure effective resource management and high-quality customer service within the Accounting and Fund Management Section, which includes four functional units: Accounts Receivable and Audit; Reimbursable Employer Accounting; the UI Cashiers Unit; and Fiscal Accounting
Manage the Internal Audit functions within the Contributions section and oversee reviews conducted and analysis to ensure that the unit complies with established protocols
Qualification
Required
A Bachelor's degree in Accounting from an accredited college or university, or a bachelor's degree with 30 credit hours in accounting and/or related courses
Five years of professional accounting experience or five years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles
Five years of managerial experience
Preferred
Experience in a supervisory or leadership capacity, with strong skills in team management, project coordination, and strategic planning
Proficient in Microsoft Excel, Word and Google Workplace
Experience in data analysis, reporting, and delivering measurable outcomes
