NetSEA CYBERTRON Facility Security Officer

NetSEA Technologies, LLC is seeking an experienced Facility Security Officer (FSO) to lead and execute security functions in support of DoD and Intelligence Community programs. The FSO will ensure compliance with the National Industrial Security Program and manage security oversight for subcontractors and teaming partners.

Responsibilities

Serve as the primary FSO responsible for day-to-day management of the company’s Facility Security Program in accordance with NISPOM (32 CFR Part 117), DoD policies, and customer-specific security requirements
Establish, maintain, and continuously improve internal security procedures, workflows, and documentation
Ensure the facility maintains full compliance with DCSA and customer requirements to support ongoing operations and future growth
Support facility readiness for security inspections, audits, and vulnerability assessments
Manage and process personnel security actions including initial clearances, upgrades, downgrades, reinvestigations, and Continuous Vetting support
Maintain accountability of clearance status, eligibility, access requirements, and contract alignment
Coordinate onboarding security requirements for new hires and subcontractor personnel
Review, interpret, and implement DD254 security requirements for prime and subcontract efforts
Ensure all contract security obligations are executed and documented
Coordinate with Contracts, Program Management, and HR to ensure security requirements are aligned to labor categories, clearance/access needs, and mission requirements
Provide direct security support during transition-in efforts and rapid staffing ramps
Serve as the lead security interface for all subcontractors supporting NetSEA prime contracts
Validate subcontractor facility clearance status (FCL), safeguarding posture, and compliance with contract requirements
Ensure subcontractors receive appropriate DD254s and execute required safeguarding responsibilities
Conduct security coordination, monitoring, and documentation to ensure subcontractor compliance
Support audits and inspections that include subcontractor security posture and reporting
Establish and manage safeguarding procedures for classified information, including storage/control, transmission requirements, marking/handling, and incident reporting
Maintain accountability for classified holdings, access rosters, and classified document tracking as applicable
Train personnel on safeguarding responsibilities and ensure compliance across all programs
Lead and support internal and external security audits and compliance reviews, including DCSA assessments
Prepare the organization for inspections by conducting self-inspections, closing findings, managing corrective actions, and maintaining inspection readiness year-round
Maintain security program documentation and audit artifacts for rapid retrieval
Develop and deliver security training for employees and subcontractors, including initial security briefings, annual refresher training, safeguarding, and reporting training
Ensure training completion is documented and tracked
Serve as the primary point of contact for security incidents including spillage, unauthorized disclosure, loss/compromise, and safeguarding violations
Coordinate reporting and response actions with the appropriate government entities
Partner with Program Managers, Contracts Management, HR/Recruiting, IT/Cyber, and executive leadership to ensure security requirements are operationalized
Provide security guidance that supports operational execution without slowing mission delivery

Required

U.S. Citizen
Active Secret clearance (Top Secret / SCI strongly preferred)
5+ years of experience serving as a Facility Security Officer or senior industrial security professional supporting DoD programs
Demonstrated experience managing security compliance under the NISPOM (32 CFR Part 117)
Proven experience supporting or leading security audits, DCSA assessments, and self-inspection programs
Demonstrated experience supporting subcontractor security management, including DD254 flow-down, FCL verification, and safeguarding oversight
Working knowledge of facility security (FCL), personnel security (PCL), contract security, and safeguarding/classified handling
Must be located within 1 hour of Aberdeen Proving Ground (APG), Maryland

Preferred

Active Top Secret / SCI clearance
Prior experience supporting Army C5ISR, PEO C3T, DEVCOM, or APG-based programs
Experience managing prime contract transition-in or follow-on contract efforts
Experience supporting classified facility stand-up efforts and inspection readiness
Experience supporting multiple subcontractors across a large staffing ramp
Familiarity with Insider Threat Program requirements and implementation
