Cyber Operations Branch Chief
The California Governor's Office of Emergency Services (Cal OES) is seeking an IT Manager II to join their cybersecurity team. In this role, you will oversee cyber incident response, digital forensics, and proactive cyber defense initiatives, while providing strategic direction and ensuring compliance with cybersecurity policies.

Responsibilities
Leading and coordinating cyber incident response and digital forensics investigations
Developing and implementing strategic plans, policies, and standard operating procedures
Collaborating with partner agencies, stakeholders, and security teams to enhance cybersecurity resilience
Providing mentorship, training, and performance management for Cyber Operations Branch staff
Ensuring compliance with statewide policies, industry best practices, and legal regulations
Staying current with emerging cybersecurity technologies, threats, and regulatory landscapes
Qualification
Required
Significant experience in IT and cybersecurity roles
Advanced knowledge of cybersecurity, digital forensics, incident response, and risk management
Understanding of federal and state cybersecurity regulations and ethical considerations
Ability to manage projects and initiatives simultaneously
Capacity to contribute to large-scale, multi-agency cybersecurity projects and foster a culture of cybersecurity awareness
Preferred
Certified Information Systems Security Professional (CISSP) certification or equivalent
Comprehensive understanding of computer networking concepts, protocols, network security methodologies, and risk management processes
Strong knowledge of laws, regulations, policies, and ethics related to cybersecurity and privacy
Deep understanding of cyber threats, vulnerabilities, and operational impacts of cybersecurity lapses
Proven ability to develop compliant policies, plans, and strategies that align with organizational objectives and regulatory requirements
Demonstrated ability to manage multiple projects and initiatives simultaneously, prioritizing and allocating resources efficiently
Experience providing mentorship, training, and performance management to enhance the skills and capabilities of cybersecurity teams
Ability to exercise critical thinking, judgment, and problem-solving skills in dynamic and high-pressure situations
Active federal security clearance within last two-years
Proficiency in digital forensics tools and techniques
Excellent communications skills, able to explain technical concepts to diverse stakeholders
Collaborative mindset and experience in multi-agency cybersecurity projects
Strong problem-solving, analytic, and interpersonal skills
Ability to analyze complex situations, identify potential solutions, and make sound decisions
Well organized and able to handle multiple assignments
Initiative in staying current with emerging cybersecurity trends and technologies
Familiarity with the disaster management cycle (preparedness, response, recovery, and mitigation) and best practices for emergency management
