ELECTRIC GENERATION SYSTEM SPECIALIST I

The California Energy Commission is seeking an Electric Generation System Specialist I to support the Renewables Portfolio Standard (RPS) program. The role involves performing complex analytical assignments and leading stakeholder outreach to ensure compliance with California's renewable energy regulations.

Responsibilities

Perform or direct varied and complex analytical and consultative assignments in the evaluation, strategic planning, and development projects regarding verification of and compliance with California’s RPS program
Provide decision-makers and the public with timely, useful information and objective analyses of RPS Program compliance, electricity systems, markets, and issues
Interface with and lead stakeholder outreach at all levels including state and federal agencies, load serving entities, local communities, Tribal Nations, and environmental non-governmental organizations
Participate in interagency workgroups, and review documents related to California’s RPS program and achievement impacts from renewable energy projects, including planning and conducting public workshops
Work cooperatively with the different Energy Commission program staff involved in electric system infrastructure planning and development activities to ensure the successful implementation of the RPS program
Serve as a project lead over other technical and analytic staff

Ability to coordinate interdisciplinary projects, consultants, staff, and students, at times dealing with competing work priorities and deadlines
Ability to effectively write, review, and edit technical program information
Ability to gather, compile, analyze, interpret and communicate written and numerical program data
Excellent analytical skills and the ability to reason logically and creatively
Strong knowledge and understanding of California's RPS program, energy generation technologies and associated generation and capacity
Familiarity with California's Administrative Procedure Act (Government Code section 11340 et seq.) and experience in conducting state-agency rulemakings in accordance with Office of Administrative Law procedural requirements
A broad understanding of renewable energy credit tracking systems (Western Renewable Electricity Generation System), and emerging grid market developments (California Independent System Operator's Western Energy Imbalance Market, Extended Day-Ahead Market, and Subscriber Participating Transmission Owner Model) renewable electric generation technologies and system operations
Mathematical modeling design, use, and techniques, including the design, maintenance and/ or use of database systems
Excellent written and oral communication skills
Ability to meet tight deadlines and be comfortable working closely with policymakers and executive level managers
Ability to work well with others and get along with diverse staff throughout the Energy Commission and with outside stakeholders
Ability to easily adapt to change and to act effectively under pressure
