Caltrans District 3 is seeking a Senior Budget Specialist to oversee the Filing Division’s Program Support and Budget workloads. The role involves providing high-level budget and project analysis, managing complex fiscal issues, and representing the division in departmental improvement efforts.

Under the general direction of the Administrative II, Filing Analysis and Budget Unit, the incumbent's role is of a senior budget specialist over the Filing Division's Program Support and Budget workloads
Incumbent provides the highest level of budget, project, and general analysis and is assigned the most sensitive, critical, and complex fiscal and budget related projects and issues

The position(s) require(s) a Background Investigation be cleared prior to being hired

Excellent written and verbal communication, as well as presentation and technical coaching skills
Experience and knowledge with Fund Condition Report (FCR), Division Level Schedule 3- Personal Service Spending Plan, Division/Bureau Workplan processes, training and operational equipment and expenditure (OE&E) reports
Experience in analyzing budget and organizational processes, identifying strategies, developing forecasting and tracking tools, or other creative alternatives
Experience working on projects and/or Enterprise Teams and facilitating team meetings
Ability to work independently with minimal guidance and in a team environment
Ability to analyze information, utilize good judgment, develop alternatives, make recommendations, and take effective actions
Ability to present complex quantitative and qualitative data visually using charts, graphs, tables, and other appropriate methods to complete reports and/or develop presentations
Ability to exercise initiative, flexibility, and demonstrate tact
Ability to gain and maintain the confidence and cooperation of others, including various levels of management
Knowledge of Filing Division's policies and programs including Structured Query Language (SQL), Tableau, and Business Objects
Advanced knowledge of MS Office applications (Excel, Word, Power Point, etc.)
