Responsibilities
Responsible for the IT asset management program, ensuring department value and outcomes from hardware and software asset management
Responsible for the governance of the IT asset management program aligning strategic objectives, identifying and reducing financial and audit risk for the hardware and software assets
Develops, implements, and maintains organization-wide IT asset management (ITAM) strategies, policies, standards, registers, and processes to manage hardware and/or software assets from acquisition through disposal
Maintains a comprehensive and accurate inventory of IT assets (hardware and software), ensuring regular audits and reconciliations are performed to uphold data quality and compliance
Oversees lifecycle processes such as procurement, deployment, upgrades, transfers, reclamation, retirement, and disposal of IT assets
Manages compliance with software licensing agreements, hardware warranties, vendor contracts, and other regulatory and legal obligations
Supports cost optimization efforts through license usage tracking, hardware utilization analysis, contract negotiation, reclamation efforts, and waste reduction
Monitors asset lifecycle events, including warranty tracking, end-of-life management, license renewals, and refresh planning
Provides timely and accurate asset reporting and analytics for internal stakeholders, including usage metrics, compliance status, financial forecasts, and risk assessments
Collaborates cross-functionally with IT, procurement, finance, legal, security, and department leadership to align IT asset management practices with organizational goals
Serves as the subject matter expert for IT asset management and advises on best practices, risks, and opportunities for improvement
Manages vendor relationships and negotiations related to hardware and/or software asset procurement, support contracts, service-level agreements, and renewals
Identifies and implements process improvements, automation opportunities, and technological enhancements to improve asset management efficiency and effectiveness
Provides training, support, and guidance to staff and stakeholders on IT asset management tools, compliance requirements, and best practices
Ensures data privacy and cybersecurity practices are adhered to during hardware disposal or software decommissioning processes
Establishes performance expectations, sets clear goals, and regularly assesses team members’ competencies through structured feedback, individual development plans, and performance evaluations. Motivates employees to reach peak productivity and performance; participates in the hiring and disciplinary process
Prioritizes and coordinates workload, reviews work as necessary and develops procedures and training manuals

Qualification
Required
Thorough knowledge of IT asset lifecycle management (hardware and/or software), including procurement, inventory tracking, deployment, maintenance, and disposal
Knowledge of software licensing models, terms, conditions, and compliance requirements
Knowledge of financial analysis, budgeting, forecasting, and cost optimization strategies for IT assets
Proficiency with asset management systems, tools, and methodologies
Strong analytical skills, including the ability to quickly and accurately wrangle, analyze, and interpret data, as well as identify and define data integrity issues and make recommendations for resolution. Ability to collect, synthesize, and analyze data. Ability to develop sound and valid recommendations
Highly organized with strong attention to detail
Ability to build strong working relationships, internal and external to the organization. Ability to work cross-functionally with teams and key stakeholders, utilizing analytical skills in understanding data flows, dissecting problems, and delivering clear recommendations and guidance
Ability to articulate data findings using both technical and non-technical language
Ability to conduct asset audits, analyze usage data, manage contract compliance, and identify optimization opportunities
Ability to communicate effectively both verbally and in writing; ability to articulate user needs in technical and non-technical terms
Must have strong communication skills and the ability to establish and maintain effective working relationships with co-workers, County staff, and the public. Ability to provide excellent customer service
Ability to lead, manage, and train others; ability to objectively review, evaluate, and document the performance of employees
Maintain regular and punctual attendance
Bachelor's degree in Information Technology, Business Administration, Supply Chain Management, or a related field. + Four years of related professional experience may substitute for the required degree
Minimum of four years of experience in managing IT asset management, procurement, lifecycle management, or similar large-scale roles
Two years of supervisory or team lead/senior role experience
Experience managing hardware lifecycle processes and extensive vendor relationships in enterprise environments
Must possess and maintain a valid driver's license
Must pass conditional post offer background investigation, motor vehicle record check, and drug screen
Preferred
Experience implementing or significantly enhancing asset management processes in medium to large enterprise environments with 5,000+ assets
Experience implementing asset management practices, systems, or large-scale audits and optimization initiatives
Professional certification in IT Asset Management (CSAM, CHAMP, CITAM) preferred
Must obtain and maintain necessary certifications as applicable to position
