Director of Purchasing Department -Director II

Granite School District is seeking a Director of Purchasing to oversee the District's procurement operations. This role is responsible for managing the competitive bidding process, vendor relations, and ensuring compliance with the Utah Procurement Code while achieving the best value for expenditures.
Education Management

Responsibilities

Direct and oversee the District's purchasing department to ensure efficient procurement of supplies, equipment, and services
Supervise and evaluate the conduct/performance of all assigned personnel
Manage formal competitive bidding processes, including Requests for Proposals (RFP) and Invitations for Bid (IFB), ensuring strict adherence to State law
Negotiates with vendors to ensure purchases are within district requirements
Monitors purchase orders, contracts, bids, and budgetary expenditures; expedites delivery to ensure accurate allocation of funds and comply with regulatory requirements and established guidelines
Coordinate with the Capital Outlay Committee to prioritize and budget for capital expenditures and construction procurement
Establish and monitor daily control processes over District purchasing cards (P-cards) and purchase orders
Review and authorize contracts, ensuring personnel and non-personnel expenditures are properly budgeted and recorded
Represent the District in procurement matters with state agencies, including the State Division of Purchasing
Provide tools and training to schools and departments regarding procurement procedures and budget tracking
Maintain the purchasing department's public and intranet websites with current bidding opportunities and policy information
Ensure all procurement records are maintained and archived in accordance with State records retention and GRAMA laws
Negotiate and manage District-wide contracts for goods and services to maximize cost savings
Participates in meetings, workshops and seminars (e.g. state and professional organizations, etc.) for the purpose of conveying and/or gathering information required to perform functions
Evaluate vendors and bids to determine their capability to meet state, district, and department requirements
Monitor and budget for expenditures related to bond financing and large-scale projects
Assists internal and external auditors in providing requested information (e.g. purchasing procedures, contracts, purchase orders, requisitions, etc.) to provide information and general support
Manage warehouse, surplus and mail services operations
Establish and maintain a database of district contracts and their associated scopes of work, creation date, expiration date, etc
Administer legislative teacher supply and materials program including establishing, maintaining and approving program systems and funding
Coordinate all student travel plans including flights, ground transportation, hotels, activities, etc. This includes verification of board approval

Required

Knowledge of the Utah Procurement Code and state finance laws
Knowledge of State records retention and GRAMA laws
Understanding of District financial policies and governmental budgeting procedures
Proficiency with PC applications and advanced features of Microsoft Office
Knowledge of the District's financial system (QSS/OASIS)
Must be accurate, detail-oriented, and able to present procurement information in public meetings
Ability to communicate effectively with the Board, administration, vendors, and the media
Education: Minimum of a Bachelor's degree in business, accounting, or a related field
Experience: Five years of experience in procurement, accounting, or auditing
Experience: Five years of supervisory experience

Preferred

Certification: CPPB (Certified Professional Public Buyer) or CPPO (Certified Public Procurement Officer) preferred
Experience in public education purchasing or governmental auditing
Master's degree in business, accounting, or a related field
