Surveillance Systems Analyst, Division Management & Systems Coordination

The NYC Department of Health and Mental Hygiene is dedicated to protecting and improving the health of New Yorkers. The Surveillance Systems Analyst will support the maintenance and enhancement of surveillance system applications for infectious disease reporting and collaborate with stakeholders to develop solutions and track progress.

Responsibilities

Assist with the maintenance of surveillance system applications used to receive, clean, standardize, transmit, and investigate reports of infectious diseases including the Electronic Disease Reporting Infrastructure, Maven, Provider Reporting Infrastructure and Secure Messenger, and Electronic Clinical Laboratory Reporting System
Conduct applied research analyses to develop system solutions, prioritize new projects/change requests, track recurring problems, and troubleshoot ongoing issues for surveillance system applications
Coordinate with agency stakeholders to understand their needs specific to surveillance applications, consult partners for change requests and improvements, and recommend priorities for product enhancement
Apply communication, data analysis, and problem-solving skills and coordinate with DIT to develop and implement solutions and track progress; maintain a catalogue of use cases, develop test cases, and evaluate success criteria
Prepare quantitative reports for project/solution status and conduct presentations with agency stakeholders and DIT
Meet frequently with the Director of Surveillance to discuss surveillance system application status and changes to agency stakeholder requirements; use expert judgement to escalate major issues

Required

A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health
For Assignment Level II and above, candidates must have: A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above. Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above

Preferred

MPH or related master's degree from an accredited college or university and a minimum of two years of experience directly related to the duties and responsibilities specified above
Experience with Microsoft Excel
Experience with SQL, SAS, R, and/or Python
Experience with HL7 preferred
Experience and/or academic work in public health surveillance or informatics
Excellent communication and writing skills
Strong interpersonal communication and time management skills; ability to be respectful and understanding of the diverse perspectives of staff and work with them to resolve differences
Proficiency in navigating computer systems; ability to learn new data systems quickly and to comply with data integrity and security to safeguard all personally identifiable information
Experience with project management
