SENIOR RESEARCH ANALYST

Responsibilities

Oversee all reporting needs of Coordinated Entry related to the systems including but not limited to the Coordinated Assessment and Placement System (CAPS). Analyze program and processes that will inform system data architecture development and integration from external systems for accurate reporting. Review of new development in CAPS as it relates to reporting and data architecture in close collaboration with HRA/CAS business analysts and ITS programmers
Serve as Task Supervisor for City Research Scientist Level I or II CE staff, providing oversight and direction on data-analytic work. Review staff work product to ensure department standards are met in data collection, analysis, presentations, and statistical analyses. Train and guide staff as needed on data systems (DHS CARES and Streetsmart, HASA Web, and Medicaid Data Warehouse) and use of analytic software to ensure data quality, compliance with federal standards. and improved performance standards. Direct staff in the performance of highly skilled professional works in areas of programmatic, preventative, and detective controls; compliance; as well as service development in accordance with research and data-based findings. Direct staff in the preparation of policy analysis and comments on federal and state legislation for changes to public policy and its impact to Agency initiatives or policies
Manage the designing, implementing, and evaluating pilot or demonstration programs initiated to improve the effectiveness and efficiency of integrity delivery techniques. Evaluate methods, procedures, and data obtained from scientific investigation in order to assess changes to process integrity based on proposed administrative and legislative policy changes to support implementation of the Mayor’s Program and Policy initiatives. Serve as the department’s program technical advisor to trouble-shoot issues that may impact meeting required timelines for deliverables and escalates issues to senior leadership as needed
Acts as the principal advisor to the Director and Agency Leadership on all data-related efforts for the NYC 15/15 Supportive Housing initiative and evaluation. Assists in coordinating research efforts with other agencies including DOHMH, ACS, DYCD, and CIDI. Evaluates methods, procedures and data obtained through the NYC 15/15 interagency evaluation and other scientific investigation. Serve as HRA/DSS liaison for updates to support the DOHMH Institutional Review Board (IRB) research oversight processes for NYC 15/15 research activities. Serve on other research and analytics committees as directed, representing the department at public meetings and inter-agency strategy sessions in the role of data expert for research findings generated by Coordinated Entry and the CAPS data system

Work in consultation with the Office of Research and Policy Innovation and the agency ITS in the selection of appropriate criteria and research techniques to assist in the development of proper data and research integrity plans, designs and selection of research studies. Manage the technical aspects of analytics, including geospatial analysis, data science and statistical methodologies, risk regression models, and quantitative research to support policy and budget planning decisions. Develop indicators that measure best practices and thresholds for program development
Monitor administrative CAPS data for survey, application, determination, rapid-rehousing, and vacancy control modules; make and record observations, including developing new recording systems; design and prepare visualizations and communicate findings to internal and external stakeholders
Support DSS/HRA supportive housing policy directives and respond to data and analytic requests from leadership and external stakeholders by: designing, executing and analyzing CAPS data; developing non-automated ad hoc SQL code for extraction and analysis of complex data sets; designing, preparing and presenting data visualizations; and disseminating research findings beyond the unit through writing memos and reports including Local Law submissions and creating and delivering presentations

Required

A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization
A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization
Education and/or experience which is equivalent to '1' or '2' above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in '2' above
Two years as a City Research Scientist Level I can be substituted for the experience required in '1' and '2' above
Working knowledge of NYC homeless assistance and supportive housing systems
Knowledge of federal, state and local social service programs
Excellent analytical skills
SQL programming experience
Statistical software experience (SPSS preferred, STATA or SAS helpful)
MS Excel, Word, and Power Point
Working knowledge of NYC's Coordinated Assessment and Placement System (CAPS)
