Responsibilities
Lead end-to-end delivery of large-scale government software projects, from initiation through go-live and post-implementation support
Manage project scope, schedule, budget, risks, dependencies, and quality across multiple workstreams
Serve as the primary point of contact for government stakeholders, senior officials, and executive sponsors
Coordinate multidisciplinary teams including product managers, engineers, UX designers, security teams, and vendors
Ensure compliance with government standards, security frameworks, and regulatory requirements
Oversee procurement-driven project constraints, approvals, and change management processes
Drive structured governance including status reporting, steering committee updates, escalation management, and audits
Manage UAT, training, rollout planning, and operational handover for government users
Support on-site delivery in the Middle East including workshops, demos, and executive reviews
Build strong working relationships across multicultural and geographically distributed teams
Qualification
Required
Bachelor's degree in Computer Science, Information Systems, Engineering, or a related field
8+ years of software project management experience with a strong focus on government or public-sector programs
Proven experience managing projects for U.S. federal, state, or local government agencies, courts, justice systems, or regulated public institutions
Strong understanding of SDLC methodologies including Agile, Waterfall, and Hybrid models
Strong understanding of government procurement, compliance, security, privacy, and data governance requirements
Demonstrated ability to manage large budgets, complex dependencies, and high-risk delivery environments
Excellent stakeholder management, communication, and documentation skills
Preferred
PMP, PgMP, PRINCE2, or equivalent project management certification
Experience with justice, courts, healthcare, smart city, or national digital platforms
Exposure to international or cross-border government programs
Familiarity with cloud platforms such as Azure, AWS, or GCP in regulated environments
Prior experience working in or with Middle Eastern government entities
