HOUSING AND COMMUNITY DEVELOPMENT SPECIALIST II

The Senior Fiscal Compliance Specialist will oversee complex policy and fiscal activities related to federal housing and community development programs, serving as a Subject Matter Expert and representing the department in various meetings.

Responsibilities
Responsible for complex policy and fiscal activities associated with the administration of Federal housing and community development programs including, but not limited to HOME Investment Partnership Program (HOME), HOME Investment Partnership Program American Rescue Plan Program (HOME-ARP), and/or National Housing Trust Fund Program (NHTF)
Serve as the Subject Matter Expert (SME) of most significant and sensitive federal financial, reporting, monitoring, compliance, Uniform Administrative Requirements, cost principles and audit requirements for federal awards
Represent the Department in various meetings and/or presentations with key partners, inter-agency and/or inter-governmental groups related to the Federal housing and community development programs
Qualification

It is a requirement to submit work experience, dates, and hours worked, contact names and phone numbers of supervisors on the state application
HCD conducts pre-employment background checks on all new to HCD or returning to HCD candidates
This position requires a background check to be cleared prior to being hired
HCD utilizes the federal E-Verify system to verify employment authorization in the United States
Preferred
Experience analyzing and interpreting federal, state, and local regulations and guidelines, and their application to program requirements
Experience with managing grant/loan programs for compliance and monitoring funding disbursements
Experience with budget planning, expenditure projections, reconciling reports and performance milestones
Experience collaborating and networking with employees at all levels within an agency to solve complex issues across organizational units
Experience using standard office software such as Microsoft Office (Word, Excel, Outlook, PowerPoint) for communication, document processing, data analysis and presenting information and recommendations effectively
Experience working independently and as part of a team
