Responsibilities

You will provide direction in the testing and validation of operational effectiveness, suitability, and cyber survivability of systems designed for DON platforms
You will be responsible for evaluating the acquisition of new and upgraded naval systems as well as joint and multinational systems
You will formulate and direct the implementation of strategic command policies, ensuring continued focus on meeting the goal of defendable, clear, and concise test execution and program collaboration
You will review and evaluate highly complex technological areas, including software development, modeling and simulation, and technology research necessary to enhance test and evaluation efficiency
You will be responsible for the success of the organization in carrying out programs and operations of the command, providing a full range of acquisition and integrated program evaluation in support of major acquisition decisions

New employees to the Department of the Navy will be required to successfully pass the E-Verify employment verification check
You will be required to complete ethics orientation within three months of appointment and submit a Public Financial Disclosure Report, OGE-278e within 30 days of appointment
You will be required to sign the Reassignment Rights and Obligations Agreement as a condition of appointment into the SES in accordance with DoD Directive 1403.03
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326
May be required to successfully complete a 1-year SES probationary period
Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency
If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so
May be subject to pre-employment and random drug tests
You will be required to obtain and maintain an interim and/or final Top Secret/SCI security clearance prior to entrance on duty
This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes
Successful completion of a pre-employment drug test (including marijuana) is required
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites
Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101

Extensive developmental or operational knowledge of test and evaluation policies, procedures, and practices, including professional techniques that can be used to determine a system's suitability, reliability, and operational stability
General understanding in business management principles and practices, to include financial management practices, human capital principles, and resource allocation processes
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
