Responsibilities

Under general supervision, collects data, identifies trends, performs statistical analysis, and prepares reports to be used by departmental management for analysis of efficiency, activity, deployment of resources, program development, and other purposes
Researches and collects data needed to monitor trends, patterns, and changes in population, socio-economy, operating activities, incidence of crime, and calls for service which impact quality and delivery of services to the community
Uses parametric and non-parametric statistical methods to analyze data and prepares in-depth and summary reports on same
Performs sophisticated analysis of specific crimes to aid in instituting strategic and tactical suppression and prevention activities
Uses a variety of computer hardware and software to produce maps, text, tables, graphs, charts, and other aids to be used in reports and presentations
Designs forms for the purpose of collecting data for special studies, and develops procedures within an automated environment to facilitate entry of data contained on hard copy forms into computer-based systems
Works with geographic databases in a computer mapping environment to produce analytic maps needed examine the spatial occurrence of phenomenon
May evaluate, devise, and implement conversion of manual statistical procedures and methods to automated systems
May act as lead analyst for special projects as assigned
Performs other related duties as assigned

Required

Graduation from an accredited college or university with a bachelor's degree that included one course in statistics or quantitative methods and three additional courses in mathematics, research methods, computer programming, statistics, quantitative methods and/or a related field
Experience as described by the essential duties may be substituted on a year-for-year basis up to a maximum of four years for the required education
Knowledge of the principles and methods of data collection and statistical compilation and interpretation including the use of parametric and non-parametric methods
Knowledge of computer-based systems used for data gathering, organization, and analysis, such as data base management, graphics, word processing, spreadsheets, geographical information systems, and computer mapping
Mathematical skills
Ability to perform complex statistical analysis of a variety of data
Ability to use computer packages to manage data and to produce tables, maps, graphic displays, and text
Ability to write commands for automated analysis and statistical tests
Ability to understand complex data sources, including government documents, and to prepare and present in-depth statistical reports
Ability to communicate effectively, both orally and in writing
Some positions in this classification may be subject to comprehensive background investigations
Thorough knowledge of computer programs and techniques of data collection, analysis, and presentation of findings used in performance of duties
Knowledge of applicable Federal, State, and local laws
Knowledge of County and departmental rules, regulations, policies, and procedures governing performance of duties
Skill in performing complex statistical analysis of data
Skill in using computer packages to manage data and to produce graphics and text
Skill in writing commands for and using automated analysis and statistical tests
Skill in interpreting complex data sources, including government documents, and in preparing and presenting in-depth statistical reports
Ability to lead projects as required

Applicants selected for employment with Baltimore County must successfully complete a physical examination, drug screening and employment investigation, including, but not limited to criminal background, education certification and fingerprinting checks

Preferred
