The City of Phoenix's Office of Accountability and Transparency (OAT) is looking for a Reviewer Supervisor to oversee the review of administrative investigations conducted by the Phoenix Police Department. The role involves directing staff, writing reports, making recommendations, and engaging with community stakeholders to enhance the effectiveness of OAT's mission.

Responsibilities

Supervise the work of assigned staff that review administrative investigations conducted by the Phoenix Police Department
Direct, monitor, and advise staff
Write reports
Make recommendations
Maintain confidential investigative files
Develop and strengthen internal processes related to OAT's review work
Participate in collaborative engagement with all OAT stakeholders
Speak publicly about OAT's work to the Civilian Review Board and other settings while maintaining professionalism and integrity
Exercise initiative and independent judgment

Required

Seven years of experience conducting/reviewing investigations, evidence and facts and applying law/rules/policy to such, or in civilian oversight of law enforcement, including two years documented experience at a supervisory or lead level
A Bachelor's degree in public administration, criminal justice, social sciences, or related field
A Master's degree in public administration, criminal justice, social sciences or related field and four years of required experience, including one year of supervisory or lead level
A Juris Doctor (J.D.) and three years of required experience, including one year of supervisory or lead level
Other combinations of experience and education that meet the minimum requirements may be substituted
Candidates will not be considered if they have been employed in law enforcement or if they have family members who have been employed in law enforcement
All finalists for positions are subject to a criminal background check applicable to the department or position
Individuals must be physically capable of operating the vehicles safely, possess a valid driver's license and have an acceptable driving record
Use of a personal vehicle for City business will be prohibited if the employee is not authorized to drive a City vehicle or if the employee does not have personal insurance coverage

Preferred

Experience applying proper methodologies when conducting sensitive investigations
Experience reviewing investigations with varying degrees of complexity
Experience presenting findings and recommendations to leadership
Experience maintaining evidentiary chain of custody
Experience conducting field work in the community
Experience presenting to executive leadership and elected officials
Experience effectively engaging with stakeholders with diverse perspectives
Experience supervising diverse teams
Proficiency using MS Office software
Working weekends, evenings, early morning hours, and holidays may be required
