Associate Director, Integration (Program/Budget)

Responsibilities

Serve as a principal advisor to the Deputy Comptroller (P/B), Assistant Deputy Comptroller (P/B), and Director, Revolving Funds and Integration on all budget and evaluation matters. Provide strategic guidance to shape departmental resource allocation decisions
Direct and oversee the development of briefings and other supporting materials for annual Department of War (DoW) Program and Budget and Midyear Execution Reviews, ensuring alignment with the strategic vision of senior OUSW(C) leadership
Lead and integrate the efforts of the P/B staff, higher management, and other OUSW(C) office personnel to produce and justify integrated budget/execution plans for the Department
Prepare and consolidate annual President's Budget rollout materials, including the annual rollout briefings, the Defense Budget Overview Book, Black Book Papers, and the Weapons Book, ensuring accuracy, clarity, and compelling communication of the Department's budgetary priorities
Monitor, analyze, and evaluate changes in legislation, policies, and regulations to assess their impact on DoW and prepare summaries and recommendations for senior leadership to inform policy adjustments and mitigate potential risks
Cultivate and maintain partnerships with the Services, Defense Agencies, Office of the Secretary of War, Office of Management and Budget, and congressional staff, serving as a key liaison on broad-based financial issues and representing the Department's interests in critical budgetary matters

All newly appointed Career SES leaders must sign the Reassignment Rights Obligations Agreement as a condition of appointment into the SES
You must submit to a drug test and receive a negative drug test before you can be appointed into this position. Designated and/or Random Drug Testing required
In order to qualify for this position, you must be able to obtain a Top Secret security clearance and access to Sensitive Compartmented Information (TS/SCI)

The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978

This position is subject to the Financial Management Certification. Incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy, the incumbent shall comply with the requirements of DoW FM Certification program within the allotted timeframe

Demonstrated knowledge of federal budget principles and processes in developing and preparing annual and supplemental budget submissions. Demonstrated experience in the programming, budgeting, and execution process
Demonstrated experience in representing and defending an organization or institution's programmatic and budgetary interests with programs having nationwide scope or impact on the Office of Management and Budget and relevant congressional/legislative committee staff
In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs
