Mechanical Utilities & Piping Engineer
E.A. Associates is seeking a Mechanical Utilities & Piping Engineer to serve as the Owner’s Representative for pharmaceutical and biotechnology capital projects. This role involves overseeing design review, construction, and commissioning of non-GMP mechanical utilities and piping systems while representing the client’s interests in coordination with various stakeholders.
Responsibilities
Act as the technical representative for the owner on mechanical utilities and piping scope
Review and comment on design packages, drawings, specifications, calculations, and submittals from:
Architecture/Engineering (A/E) firms
Construction contractors
Equipment and skid vendors
Ensure alignment with project scope, constructability, and site standards
Participate in design reviews (30% / 60% / 90%) and resolve technical issues
Provide on-site oversight of field construction activities related to mechanical utilities and piping
Monitor contractor execution for quality, safety, and adherence to approved drawings and specifications
Support resolution of field issues, RFIs, and change management
Coordinate with construction management and other discipline owner reps
Support commissioning and startup of non-GMP mechanical utilities systems
Verify system installation, functional testing, and readiness for turnover
Review turnover documentation, as-built drawings, and O&M manuals
Coordinate punch list resolution and system handover to operations
Mechanical utilities and infrastructure systems including:
Potable and non-potable water systems
Drainage and waste systems
General process and facility piping
Pipe racks and supports
Steam systems are not in scope for this role
Qualification
Required
Bachelor's degree in Mechanical Engineering or related engineering discipline
10–15 years of experience overseeing design and construction of mechanical utilities and piping systems
Proven experience acting as an Owner's Rep on large capital projects
Strong understanding of construction practices, piping systems, and utility infrastructure
Experience working on pharma or biotech facilities (GMP familiarity helpful but not required for scope)
Ability to work 100% on-site in an active construction environment
Preferred
Experience supporting greenfield or large-scale facility expansion projects
Strong background in field construction oversight rather than purely design
Familiarity with contractor coordination, commissioning, and turnover processes
Experience working in regulated environments with strong safety and documentation standards
