Responsibilities

Exercises 1st level technical and administrative supervisory personnel management responsibilities for 25% or more of duty time over subordinate employees predominately in the General Administrative, Clerical, and Office Services Group and journey level or higher
Plans work to be accomplished by subordinate employees, sets and adjusts short and long-term priorities, and prepares schedules for completion of work
Assigns work to subordinates based on priorities and consideration of the difficulty and requirements of assignments, and the capabilities of employees
Evaluates work performance, gives advice, counsel, or instruction to subordinates on both work and administrative matters
Interviews candidates for positions; recommends appointment, promotion, or reassignment
Hears and resolves complaints from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager
Effects minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases
Identifies developmental and training needs of employees and provides or arranges required development and training
Finds ways to improve production or increase the quality of the work directed
Provides a work environment that is free from all forms of discrimination, harassment, and retaliation
Addresses subordinates concerns, whether perceived or real, and follows up with appropriate action to correct or eliminate tension in the workplace
Develops performance standards and explains classification determinations to subordinates
Plans, organizes, and oversees the activities of the organization, ensuring that logistics management related operations comply with legal and regulatory requirements and meet customer needs
Develops goals and objectives that integrate organization and logistics related objectives
Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements
Establishes metric and analysis systems for units managed to assess efficiency, effectiveness, and compliance with regulatory procedures
Evaluates requirements for additional resources, and balances organization needs with overall mission requirements and resource interests
Identifies need for change in organization priorities and takes action to implement such changes
Plans and schedules work in such a manner that promotes a smooth flow and even distribution and ensures effective use of organization resources to achieve organization goals and objectives as well as installation customer needs
Establishes review systems for the organization that make certain government needs are met and validated, and that economy and quality of operations are maintained or improved
Makes decisions on work problems
Promotes effective operation of the organization as a whole
Participates in special logistics related operation projects and initiatives and performs special assignments
Identifies the need for special projects and initiates milestones and goals
Evaluates reports by analyzing facts and performing appropriate research and prepares detailed responses
Determines appropriate recommendations for unresolved or questionable problems and performs follow-up
Researches and determines or recommends appropriate actions or interpretation of issues that impact organization, installation, command, or agency
Represents the organization with a variety of installation and functional area organizations
Establishes, develops, and maintains effective working relationships
Meets with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolves significant problems that arise
Ensures subordinate provide customer guidance and training

Required

Mastery knowledge of the applicable principles, concepts, policies, and laws; functions, programs, and systems applicable to the duties of position; sources, responsibilities, and means for providing assistance and advice to resolve problems; and all aspects of support
Extensive knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures
Extensive knowledge of principles and practices of team building, developing interpersonal relationships, maintaining good working relationships, and leading members as a cooperative team
Ability to plan, organize, and direct, mentor, motivate and appraise the staff of a small to medium (or large) sized organization
Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options
Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources
Ability to utilize AoP concepts and initiatives to plan, organize, and direct the functions and staff of an organization
U.S. Citizenship
Employee must be able to obtain and maintain the appropriate security clearance as a condition of employment
