The NYS Office of Information Technology Services is seeking an Information Technology Specialist 4 to guide the implementation of enterprise GIS within New York State agencies. The role involves overseeing geospatial systems, providing operational support, and managing GIS implementations and services.

Responsibilities

Oversee and/or provide full operational support for agency geospatial systems and geospatial components within agency or state enterprise systems. This includes maintaining an understanding of the system’s context within the enterprise and a working familiarity with all system integrations
Oversee and/or perform installation, configuration, customization, administration, testing, maintenance, and monitoring of enterprise GIS platforms, including the NYSDOT Enterprise Linear Referencing System, used by ITS or client agencies
Support client agency GIS Coordinators or Leads on responsible and effective implementation and use of geospatial data and solutions including training, coordination, and outreach. Assist the Geospatial Client Services Manager as the designated Geospatial Client Services point of contact for one or more ITS client agencies
Oversee and/or perform application development, testing, troubleshooting, implementation, and documentation activities
Serve as the technical lead for small to medium sized GIS implementations, including vendor-developed-GIS solutions
Perform supervisory and management duties within the Geospatial Client Services, including recruitment and hiring for the GIS team, on-boarding and training new hires, and employee performance and evaluation programs
Oversee Geospatial Services IT Service Management including management of incident and service request queues, changes, and releases
Support the State's emergency preparedness and response efforts. While infrequent, this task may involve off-hours work and travel

Required

Open to NYS employees with one year of permanent competitive service as an Information Technology Specialist 4, SG25 OR in a position at the SG23 level or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law
The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades
Candidates must be reachable on the current eligible list for this title in order to be list appointed
ITS will not offer permanent employment to any candidate unless the candidate provides documentation that they are authorized to accept work in the United States on a permanent basis
It is the policy of ITS not to hire F1 or H1 visa holders for permanent employment or to sponsor non-immigrant aliens for temporary work authorization visas or for permanent residence
Some positions may require fingerprinting
Some positions may require up to 25% travel and/or lifting up to 50 lbs
