Responsibilities

Keeps current with state and federal laws and guidelines pertaining to the Safe Routes to School (SRTS) program and the Illinois Transportation Enhancement Program (ITEP)
Promotes projects that increase the number of children safely walking and bicycling to school
Administers the SRTS program from the solicitation of applications and programming of funding through the reporting and evaluation process
Monitors the federal and state program funds and project implementation for scope, schedule, and budget
Reviews and evaluates project merits and makes funding recommendations for candidate SRTS projects
Ensures Grant Accountability and Transparency Act (GATA) compliance by verifying registration in the GATA portal and that all required paperwork has been updated and submitted by project sponsors
Assists with the ITEP in the absence of the ITEP Program Manager, or as directed by the Special Programs Unit Chief
Works with project sponsors, other state agencies, and the districts to ensure the accuracy and completeness of project application submittals and discusses the merits of the projects proposed for SRTS funding
Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees

Required

Completion of a bachelor's degree majoring in business administration, finance, management, accounting, economics, or statistics PLUS two years of experience in highway planning and programming, accounting, managing a fiscally constrained program, or a combination thereof OR eight years of experience in highway planning and programming, accounting, managing a fiscally constrained program, or a combination thereof
Valid driver's license
Occasional statewide travel, which may include overnight stays
Successful completion of a background screening

Preferred

Ability to effectively monitor and analyze data and provide accurate and timely program information
Experience in managing multiple projects and tasks while meeting deadlines
Ability to analyze federal and state data regulations to comply with reporting requirements
Experience with SharePoint, Excel, and Word
Strong oral and written communications skills
