Environmental Program Manager 2

Pinellas County Clerk of the Circuit Court and Comptroller is dedicated to protecting and improving natural, cultural, and recreational resources. The Environmental Program Manager 2 coordinates resource management activities and supervises environmental staff, while ensuring effective management of north-County properties.

Responsibilities

Provide stewardship of natural and cultural resources for north-County parks, preserves, and management areas
Control invasive exotic species
Conduct prescribed burns and mitigate risk of catastrophic wildfire
Inventory and monitor ecological conditions
Support administration, staffing, and equipping Wildland Fire Team
Plan, schedule, and administer projects completed by contractors
Enhance degraded natural areas through restoration projects
Support and monitor mitigation and capital improvement projects
Develop resource management plans, stewardship reports, and other technical documents
Support development of grants related to resource management
Contribute to development of annual budgets
Supervise environmental staff and oversee volunteers, and plan, schedule, and assign work activities
Develop and maintain interagency partnerships and community interactions
Provide public presentations in support of resource management program
Read, interpret, and implement federal, state, and local environmental regulations, laws, and ordinances
Plan, implement, and monitor effectiveness of ecological restoration and capital improvement projects
Respond to Public Records Requests and communicate with citizens regarding natural and cultural resource management
Communicate effectively with departmental staff, citizens, decision makers, and stakeholders from other agencies and organizations
Provide expertise when requested, including data summaries, computer information, literature research, maps, cross training, special monitoring projects, and other technical information
Performs related work as assigned or required

Required

Progressively responsible professional work experience in resource management programs and projects, including the planning, development, and coordination of natural and cultural resource management activities and monitoring their effectiveness
Two (2) years of supervisory experience in the field of environmental resource management
Major coursework in physical, natural, or biological science, environmental engineering, or related field
At least 10 years of experience as described above; or an associate degree as described above and at least 8 years of experience as described above; or a bachelor's degree as described above and at least 6 years of experience as described above; or a post-graduate degree as described above and at least 4 years of experience as described above; or an equivalent combination of education, training and/or experience
Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report
Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations

Preferred

Familiarity with County purchasing and contracting processes
Knowledge of operation and maintenance of field equipment used for resource management
Ability to use ESRI GIS and asset management software in work assignments
Florida Fish and Wildlife Conservation Commission Authorized Gopher Tortoise agent
Florida Forest Service Certified Prescribed Burn Manager
