RRC - Data Analyst IV - Oil and Gas Technical Permitting – Subsurface Investigation Unit
The Railroad Commission of Texas is a state agency with primary regulatory jurisdiction over the oil and natural gas industry. They are seeking a Data Analyst IV to provide data analysis, data management, and research work for the Subsurface Investigation Unit in the Technical Permitting Section of the Oil & Gas Division.

Responsibilities
Understand and utilize RRC applications to compile and query data
Develop and maintain data visualizations and dashboards using Power BI, including advanced use of DAX and Power Query (M language) for data modeling and transformation
Design and implement automated workflows with Power Automate to streamline document routing, notifications, and Excel log updates
Utilize Python scripting to support process automation, data extraction, and data transformation tasks
Build and manage relational data models and maintain data accuracy across Excel, Access, ArcGIS Pro and SQL-based systems
Identify opportunities for process improvement by optimizing workflows, enhancing data validation methods, and standardizing reporting practices across teams
Analyzes data using standard statistical tools, methods, and techniques
Consults with internal and external customers to identify user needs
Interprets results to identify gaps in the data, processes, or applications
Quality control data by discarding irrelevant information
Create meaningful reports and dashboards for daily/ weekly/ monthly reviews at various levels
Assists in developing methods for mitigating data issues by creating and testing user cases
Assists in preparing technical reports to present and interpret data, identify alternatives, and make and justify recommendations on data revisions
Assists in identifying and interpreting data patterns and trends and assessing data quality
Develop and implement databases, data collection systems, data analytics, and other strategies that optimize statistical efficiency and quality
Establish and maintain standard work procedures governing the appropriate use of data
Performs related work as assigned
Qualification
Required
Graduation from an accredited four-year college or university with major coursework in Data Science; Business Analytics; Computer Science; Computer Information Systems; Management Information Systems; Mathematics; Statistics; Finance, or a related field
Four (4) years of professional experience in process mapping, querying data and data analysis, data management, research, compilation, and reporting work
Two (2) years of experience with Oracle Database, relational database applications, SQL, Python, VBA Script and PowerBI
Experience and education may substitute for each other on a year-for-year basis
Preferred
Experience querying and analyzing data with SQL, Python, Power BI, and MS Excel
Experience in data reporting and process automation
Experience with Oracle Database, relational database applications, SQL, Python, VBA scripting, and Power BI for data analysis and visualization
Experience in regulatory operations
Knowledge of the Railroad Commissions rules, policies, and procedures
