Responsibilities

Manages and administers assigned units and/or programs; selects, trains, evaluates and disciplines subordinate staff; serves as a resource for interpretation of Federal and State laws affecting the assigned program; assists in the development of policies and procedures; reviews and assures proper procedures are in place and followed; performs analysis and prepares detailed written reports of findings pertaining to the quality and efficiency of services provided within the assigned program; maintains current awareness of changes in laws and regulations and keeps subordinate staff informed; provides professional and technical consultation on complex program matters; assists and participates in the development of in-service training and staff development programs; assists in preparation of budget information related to assigned programs; represents the department at community organizations, public gatherings and meetings; enters and retrieves information from an automated computer system; performs other duties as assigned
Assists with the general management and administration of one (1) of several complex units and/or total programs; selects, trains, evaluates and disciplines subordinate staff; develops policies and procedures for the administration of departmental units and/or programs; interprets Federal and State laws affecting the total assigned units and/or programs; prepares, or has major role in the preparation of, the total program budget for assigned units and/or programs; directs and coordinates the work of multiple units and/or program area; performs analysis and prepares detailed written reports of findings pertaining to the quality and efficiency of services provided by the program; represents the department at community organizations, public gatherings, and meetings; enters and retrieves information from an automated computer system; performs other duties as assigned

Required

Possession of a valid California driver's license
Two (2) years of experience performing duties comparable to a supervisor of the assigned units and/or programs; OR A bachelor's degree from an accredited college or university in a related field AND one (1) year of experience performing duties comparable to a supervisor of the assigned units and/or programs for Program Manager I
One (1) year of experience performing duties comparable to a Program Manager I with Shasta County; OR Three (3) years of experience performing duties comparable to a supervisor of the assigned units and/or programs; OR A bachelor's degree from an accredited college or university in a related field and at least two (2) years of experience comparable to a supervisor of the assigned units and/or programs for Program Manager II
Knowledge of: Employment and assigned programs; principles and practices of supervision and management, employee development and public relations; public funding and budget preparation; community needs and resources
Ability to: Plan, organize, and direct the work of others; interpret rules and regulations; analyze situations accurately and adopt an effective course of action; speak and write effectively; enlist the cooperation of and work effectively with community organizations, government agencies and others; work effectively with county board of supervisors; establish goals and objectives

Benefits

12 paid holidays (96 hours) per year.
1 Floating holiday annually.
10 working days a year during the first three years of service.
15 working days a year - 4 through 9 years of service.
17 working days a year - 10 through 15 years of service.
20 working days a year - 16 or more years of service.
96 hours of sick leave are earned each year with no maximum accrual.
24 hours paid leave for each non-concurrent death in the immediate family.
Each full-time unit employee shall be entitled to eighty (80) hours of administrative leave per calendar year.
Each unit employee shall continue to receive either one hundred and fifty dollars ($150.00) per year (if designated as management) or two hundred dollars ($200.00) per year (if designated senior management) lump sum allowance for unreimbursed expenses incurred in the conduct or promotion of County business.
Depending on the plan selected, the County pays most, or all, of the employee premium, and contributes a portion of the dependent premium.
The County pays a portion of the employee's and dependents' premium for dental insurance.
The County pays the employee premium and employees may enroll dependents at their own expense.
The County pays the premium for life insurance for most employees.
The County provides a long-term disability program for management employees.
Members hired prior to May 8, 2011 are covered under the retirement formula of 2% @ 55 benefit.
Members hired after May 8, 2011 but before January 1, 2013 are covered under the retirement formula of 2% @ 60 benefit.
Members hired after January 1, 2013 are covered under the California Public Employees Pension Reform Act (PEPRA) with a benefit formula of 2% @ 62.
Deferred Compensation plans available through specified companies with employer match up to 3%.
IRC Section 125 plan available for pre-tax payroll deductions for contributions towards un-reimbursed medical expenses and dependent care.
Reimbursement of employees cost of certifications, license, or membership dues required for their position and required to perform the essential functions of their job.
Optional additional insurance products are available through Aflac.
